SANDS PARK CONTROL BOARD
MEETING OF MARCH 23, 2023
A meeting of the Sands Park Control Board was held on Thursday, March 23, 2023, at 4:00 p.m. in
Council Chambers, City Hall.
PRESENT: Jim Thompson, Jeff Mikula, Ron Stoneman, Seth Pratt (arrived at 4:25 p.m.)
ABSENT: None
OTHERS PRESENT: City Manager Bill Gambill, Shelia Kaminski – Manistee County Teen Center,
Linda Chick – AAY Board Member
CALL TO ORDER.
The Chair called the meeting to order at 4:00 p.m.; waiting 5 minutes to see if board member arrives.
Began meeting business at 4:05 p.m.
APPROVAL OF AGENDA.
MOTION by Jim Thompson, second by Jeff Mikula to approve the agenda as presented. Voice vote – all
in favor, motion carried.
NEW BUSINESS.
a. Approval of Minutes – MOTION by Jeff Mikula, second by Jim Thompson to approve the minutes
from September 19, 2022, as amended. Voice vote – all in favor, motion carried.
• IV. Old Business, a. – last bullet point, change $9,000 to $18,000.
b. Collaborative Development of Sands Park – Ron Stoneman met with City Manager Bill Gambill to
discuss the best way to collaborate development. Looking to better understand the scope of the work
for all City Parks, what possibilities exist for Sands Park, and what possibilities are related to the
school. How to best mesh our needs together for that space.
Discussion included:
• Condition of Tennis Courts – removal
• Short-Term solutions – Sand volleyball courts
• Grant opportunities
• School bond funds allocated for improvements at Sands Park – could be used as matching or in-
kind funds.
• Collectively, school and City (Parks Commission involvement), creating a vision.
• Regular use of skate park and seasonal use of softball field/ice skating rink

• Jeff Mikula to get bids for removal of tennis courts and bring to school/City – also will be able to
extend the sidewalk on Robinson between 7th and 8th Streets with the removal of the courts.
Traffic patterns show need for a sidewalk.
• Incorporating goals from the Parks Master Plan – physical fitness stations – include Health
Department in discussion.
CONSENSUS: Remove the tennis courts in Sands Park; there is a demand and desire to replace at
least four courts somewhere else; work with Parks Commission and Health Department to develop a
plan for the upgrades to the park.
Seth Pratt arrived – 4:25 p.m.
OLD BUSINESS.
a. Tennis Courts – Rehabilitation Techniques and Life Cycle of Rehab – already discussed earlier in
meeting.
b. Sidewalk on Robinson Street – already discussed earlier in meeting.
PUBLIC COMMENT.
• Linda Chick, 345 Fourth Avenue – Spoke to including the community in any update to the park –
community build.
• Liz Laskey, 537 Fourth Street – Asked to have a tot swing added to the swing set at Sands Park and
wood chips put under the swing set and slide. Would like a representative from the AAY and Parks
Commission to have a spot on the Sands Park Control Board.
(The Sands Park Control Board would like to collaborate through work sessions with the Parks
Commission. Sands Park deed restricts the membership of the board.)

order by the Chair at 1:00 p.m. in Council Chambers, City Hall, 70 Maple Street, Manistee.

OLD BUSINESS.
a. Tennis Courts
Discussion included:
• Review of options – removal, rehab, complete reconstruction.
• Community Foundation subcommittee researched and recommended pickleball
courts in Manistee Township and First Street Tennis Court rehab over the other
two court locations in the City.
• Sands Park north court in very poor condition.
• City Manager would like to reinvestigate possibility of saving both or south
courts.
• Setting acceptable financial cap/longevity of rehab.
• City/School liability if player injured in current conditions. School will remove
the net at the north court to discourage use.

• Converting to pickleball courts – would this open new opportunities for funding
sources?
• Contractor rough estimate to remove courts to topsoil and grass - $9,000.
MOTION by Jeff Mikula, second by Jim Thompson to explore rehabilitation techniques
and life cycle of rehab versus reconstruction and bring back to group for reconsideration.
Voice vote – all in favor, motion carried.
MOTION by Jim Thompson, second by Jeff Mikula to amend agenda to include b.)
Storage Shed under Old Business.
Voice vote – all in favor, motion passed.
b. Storage Shed
Discussion included:
• Aluminum 20x20 storage shed donated by Councilman Grabowski and family.
• Placed in the northwest corner of parking lot.
• Does not displace any parking.

• Applied for building permit and cement base will be poured tomorrow.
• Will store ice skating rink, ice skates, and rubber floor for Teen Center in the off
season.

MOTION by Jim Thompson and supported by Jermaine Sullivan to support putting up
and location of the storage shed at Sands Park.
Voice vote – all in favor, motion passed.
Further discussion included adding sidewalk to Robinson Street along the west end of the

park. Jeff Mikula recommends installing sidewalks – though not suggesting school or
City should pay but rather continue to discuss and come up with funding together. Ron

Stoneman requested that this be a reoccurring Old Business topic on upcoming agendas.
PUBLIC COMMENT.
• Sheila Kaminski from the Manistee Teen Center expressed her appreciation for the
storage shed.
