SANDS PARK CONTROL BOARD MEETING OF NOVEMBER 30, 2023 A meeting of the Sands Park Control Board was held on Thursday, November 30, 2023, at 1:30 p.m. in Council Chambers, City Hall. PRESENT: Jim Thompson, Jeff Mikula, Ron Stoneman, Seth Pratt ABSENT: None OTHERS PRESENT: City Manager Bill Gambill, Shelia Kaminski – Manistee County Teen Center, Linda Gamache-Chick – AAY Board Member, Lucas Richardson – Spicer Group CALL TO ORDER. The Chair called the meeting to order at 1:30 p.m. Pledge of Allegiance. APPROVAL OF AGENDA. MOTION by Seth Pratt, second by Jeff Mikula to approve the agenda as presented. Voice vote – all in favor, motion carried. NEW BUSINESS. a. Approval of Minutes – MOTION by Jim Thompson, second by Seth Pratt to approve the minutes from March 23, 2023. Voice vote – all in favor, motion carried. b. DTE Energy Easement – MOTION by Jim Thompson, second by Seth Pratt to recommend taking the easement request from DTE back to Manistee City Council and the Manistee Area Public School Board for consideration. Voice vote – all in favor, motion carried. Discussion included: • Easement for valve station off of Robinson Street • Easement request is to expand current easement to allow for cathodic protection to be added to the gas lines – protects from corrosion. • Easement would amend current agreement to allow for a 5x5 area in the SE corner of Sands Park. • No enclosure CONSENSUS: Jeff Mikula to contact DTE to get a picture of what equipment/structure would be added to the location before going back to Council/School Board. c. Teen Center Request – New furnace being installed 11/29 and 11/30/2023. Low quote of three – $8,479.59. City Manager Bill Gambill reviewed the responsibilities outlined in the agreement SANDS PARK CONTROL BOARD – NOVEMBER 30, 2023 PAGE 1  between the City/School District and the AAY. He also reviewed the appropriation request process that the AAY uses to receive funding from the City. Discussion included: • City paid for furnace. School did not assist with costs but Ron Stoneman will advocate for MAPS to pay a higher percentage of the tennis court demolition costs. • Seth Pratt requested that the school look into allowing the Teen Center to use their Wi-Fi instead of them paying for their own. Ron Stoneman will look into this option with the school but may not be possible with the firewalls that the school requires. OLD BUSINESS. a. Tennis Courts – MOTION by Seth Pratt to take back the quotes for tennis court removal and Robinson Street sidewalk for review with the understanding that the concrete work would go back out for bid in the spring and more information would be presented on the possibility of resurfacing the tennis courts. No action was taken. • Future use discussion will not take place until decision is made on the tennis court removal. • Bill Gambill and Jeff Mikula gave history on the decision to remove the courts – not repairable. • Lucas Richardson from Spicer reviewed the bid received from Swidorski’s. • Sidewalk is in the road right-of-way, will connect with Kennedy school project. School bond money cannot be used for this project. • Safety of Tennis Courts – removal is necessary. DPW will post signage that courts are closed. • Using the removal and restoration bid as presented but not the concrete work, bad time of year to get concrete quotes. • Refining the bid process o Continue to solicit quotes o Clarify scope of work o Reach out to contractors already working on the school project or City projects o Bring back soon – preferably for a December meeting, Kelly will reach out. b. Sidewalk on Robinson Street – Discussed during the Tennis Court conversation. PUBLIC COMMENT.
