ORDINANCE COMMITTEE MEETING MINUTES OF FEBRUARY 12, 2024 A meeting of the Manistee City Council Ordinance Committee was held on Monday, February 12, 2024, at 11:00 a.m. in the Second Floor Conference Room, City Hall, 70 Maple Street, Manistee MI 49660. MEMBERS PRESENT: Jermaine Sullivan, James Grabowski, David Bachman OTHERS PRESENT: City Manager William Gambill, Tim Figaro Discussion on Chapter 674 Safety Sanitation and Health and Chapter 1024 Sidewalks and Riverwalk: • Reviewed proposed changes – Tim and Bill • Sections removed from Chapter 674 will be added where appropriate in Chapter 1024 • Completely removing any outdated provisions (firewood and coal dust) • Will need to make clear responsibilities of the residents • Enforcement of clearing and charging – burden on staff o Winter vacancies o Expectations • Clear requirements for residents on inches of snow and timeframe required to be cleared. • Sidewalks cleared by the City must be expressly stated – no ambiguity through a Council Policy. • Remove Downtown sidewalk language once DDA maintenance agreement is complete and agreed to. • Repair and replacements of sidewalk o 50/50 or 100% cost charged to residents. o Who is preforming the work – contractor or inhouse – must be up to code o Exempting those residents without sidewalk o Requiring sidewalks to be repaired or replaced by residents at the sale of home (Ludington model) Meeting adjourned at approximately 12:00 p.m. Kelly McColl Executive Secretary COUNCIL ORDINANCE COMMITTEE MINUTES – OCTOBER 16, 2023 PAGE 1
