PROCEEDINGS OF THE MANISTEE CITY COUNCIL- SEPTEMBER 3, 2024
A regular meeting of the Manistee City Council was called to order by her honor, Mayor Jermaine
Sullivan on Tuesday, September 3, 2024, at 7: 00 p. m. in the City Hall Council Chambers, 70 Maple
Street, followed by the Pledge of Allegiance.
PRESENT: Wesley Smith, Cindy Lundberg, Jermaine Sullivan, Seth Pratt, James Grabowski,
and Erin Martin Pontiac

CONSIDERATION OF THE LOCAL REVENUE SHARING BOARD GRANT APPLICATION
The Local Revenue Sharing Board ( LRSB) distributes 2% money from the Little River Casino. The
deadline for 2024 Cycle II applications is Friday, September 6, 2024, at 5: 00 p. m. The Manistee City
Police and Fire Departments have prepared a joint grant application for submission to the Local
Revenue Sharing Board for an unmanned aerial to assist with investigations, search and rescue.
MOTION by Pratt, second by Smith to authorize the submission of a grant application to the Local
Revenue Sharing Board for the Police and Fire Departments in the amount of $ 14, 719. 35 for an
Unmanned Aerial Vehicle.

REQUEST TO APPROVE THE AMENDMENTS TO THE RULES GOVERNING THE CITY OF MANISTEE
DOWNTOWN DEVELOPMENT AUTHORITY
City Commissions review their bylaws on an annual basis. At their July 10, 2024, meeting the
Manistee Downtown Development Authority ( DDA) reviewed their governing rules ( bylaws) and
voted to make The
amendments. following amendments are requested: changing the allowed
number of consecutive unexcused absences from three to two; and updating the meeting time to
8: 30 a. m. The proposed amendments to the governing rules were reviewed by the City Attorney.

CONSIDERATION OF APPROVING A TEMPORARY ACTIVITY PERMIT
ECHO His Love is requesting a temporary activity permit to allow for the sheltering of the homeless
population located in the City of Manistee to be housed in one location throughout the winter. This
would allow for people experiencing homelessness to be sheltered for five months from November
1, 2024 until March 31, 2025 at ECHO His Love main campus, addressed as 525 Michael Street in
Manistee, Michigan. Temporary activity permits are allowable via the zoning ordinance Section 522
and Section 507.
MOTION by Pratt, second by Smith to approve the temporary activity permit requested by ECHO His
Love to allow for the sheltering of the homeless population in the City of Manistee at one location
throughout the winter.
With a roll call vote this motion passed unanimously.

RESOLUTION OF THANKS AND APPRECIATION
MOTION by Pratt, second by Lundberg to adopt a resolution of thanks and appreciation for Planning
Commissioner Roger Yoder.

A REPORT FROM THE MANISTEE COUNTY HISTORICAL MUSEUM AND HISTORIC DISTRICT
COMMISSION
Mr.
Mark Fedder reported on the activities of the Manistee County Historical Museum and
responded to any questions the Council had regarding their activities.
Ms. Theresa Waldo reported on the activities of the Historic District Commission and responded to
any questions the Council had regarding their activities.
SHORT- TERM RENTAL DISCUSSION
Tracy Davis, Housing Ready Program Coordinator and Theresa Waldo, Community Development
Director led the discussion on Short- Term Rentals and presented a draft Short-Term Rental ( STR)
Ordinance, Policy FAQ, registration form, and Be A good Neighbor Guide. Discussion included the
purpose of an STR ordinance, recommendations, current data, next steps, and tentative
implementation date for the program.
CARDBOARD RECYCLING DISCUSSION
Jeff Mikula, Public Works Director provided a brief history on recycling in the city including how the
drop- off locations have changed over the years, what has worked, and issues that have occurred.
Currently there is no option for cardboard recycling in the city. Mikula presented interim options for
a drop off cardboard recycling location for city residents. The City is waiting on a quote from Republic
Service on curbside recycling. New legislation will be requiring municipalities with more than 5, 000

residents to have access to curbside recycling in the near future.
