MANISTEE CITY COUNCIL STUDY SESSION MINUTES OF APRIL 8, 2025 The Manistee City Council met in a study session on Tuesday, April 8, 2025, at 7:00 p.m. in the City Hall Council Chambers, 70 Maple Street, Manistee, Michigan 49660. MEMBERS PRESENT: Julia Raddatz, Wesley Smith, Liz Laskey, Jermaine Sullivan, Kay Keck, James Grabowski, and Lani Rozga MEMBERS ABSENT: None ALSO PRESENT: City Manager, Department Directors, Public, and Media PUBLIC COMMENTS ON STUDY SESSION RELATED ITEMS None. DISCUSSION ON 25-26 FISCAL YEAR BUDGET – City Manager Bill Gambill and Finance Director Ed Bradford led the discussion on the FY 2026 budget. Discussion included: • Insurance percentage increases • PFAS contamination costs • Water bond debt • Wireless network upgrades • FD HVAC upgrades possibly being scheduled earlier • Sewer upgrades and possible green technology • Concessions at City Hall: water and copies • PTO sell back amounts • Increased water rates • Ramsdell appropriation, income/expense reports; request Ramsdell input in a future study session • Marina building debt decrease • PEG Commission • Assistant to Facility Manager position eliminated • Building official costs • Republic Services: recycling mandate start date; smaller recycling tote; recycling opt out • HSA • Physical fitness bonus • MAPS pool amount • Software and copier costs • Administration fees • ARPA funds remaining to be distributed • Planning & Zoning costs • Museum • Debt service rate • Lighthouse project – housing costs Council Study Session – April 8, 2025 Page 1  • Housing North decrease • AAY – request AAY input in a future study session • Pickleball courts fundraising • Light poles refurbishing • Water bill projected increases • Garbage bag cost increase OTHER: None.
