SANDS PARK CONTROL BOARD MEETING OF APRIL 10, 2025 A meeting of the Sands Park Control Board was held on Thursday, April 10, 2025, at 1:30 p.m. in Council Chambers, City Hall. PRESENT: Jeff Mikula, Ron Stoneman, Jim Thompson, Lani Rozga ABSENT: None OTHERS PRESENT: City Manager Bill Gambill CALL TO ORDER. The Chair called the meeting to order at 1:30 p.m. APPROVAL OF AGENDA. MOTION by Jim Thompson, second by Jeff Mikula to approve the agenda as presented. Voice vote – all in favor, motion carried. NEW BUSINESS. a. Approval of Minutes – MOTION by Jeff Mikula, second by Jim Thompson to approve the minutes from March 18, 2024, with change. Voice vote – all in favor, motion carried. b. Sands Park Uses • Consideration for use – MAPS first, then City and MRA, per deed restrictions. • Reviewed MAPS conceptual drawing for possible future updates to Sands Park. • Existing use will not change with upgrades. • Any proposal for upgrades/use changes would come before the Sands Park Control Board first. • Will engage MRA and other groups who use Sands Park and other City fields when decisions need to be made. • MRA to be invited to a future meeting to discuss their needs. c. Maintenance Swap Discussion – Jefferson Property / Sands Park – No discussion d. Skate Park Resurfacing • Individual working with the AAY on a GoFundMe fundraiser. • Condition of the pavement – okay for cars but not sufficient for skateboarding and scooters. • Overlay options • Frequency of use – everyday • Ramps need to be stabilized • Life expectancy of equipment needs to be established • Jeff Mikula will work with Spicer and Sinclair Recreation to prepare a proposal for updates to the skate park at Sands Park. OLD BUSINESS. • Jeff Mikula – Demo/Sidewalk project along Robinson Street went well. Waiting to close out once restoration (grass growth) is complete. Ice skating went very well this year – best 10+ years. Overhead lights at Sands Park are a valuable asset in that location. PUBLIC COMMENT. SANDS PARK CONTROL BOARD MEETING OF MARCH 18, 2024 A meeting of the Sands Park Control Board was held on Monday, March 18, 2024, at 4:00 p.m. in Council Chambers, City Hall. PRESENT: Jeff Mikula, Ron Stoneman, Erin Martin Pontiac, Jim Thompson (arrived at 4:20 p.m.) ABSENT: None OTHERS PRESENT: City Manager Bill Gambill, Shelia Kaminski – Rec at Sands Park, Lani Razga – Parks Commission, Lucas Richardson – Spicer Group CALL TO ORDER. T AF The Chair called the meeting to order at 4:04 p.m. Pledge of Allegiance. APPROVAL OF AGENDA. MOTION by Jeff Mikula, second by Erin Martin Pontiac to approve the agenda as presented. Voice vote – all in favor, motion carried. DR NEW BUSINESS. a. Approval of Minutes – MOTION by Jeff Mikula, second by Erin Martin Pontiac to approve the minutes from November 30, as presented. Voice vote – all in favor, motion carried. b. Tree Removal: MAPS Request for Bond Construction Project • Barrier Free Access: Kennedy School Building to Playground Discussion included: • Planting a new tree after removal would be welcomed by Tree Commission – spring planting. • MAPS has plans for about 12 trees on the property as part of the project. • Jeff would like to see the Tree Commission be involved in the conversation. • City Manager expressed desire to have attorney opinion on the need for the Tree Commission approval on Sands Park property. MOTION by Jeff Mikula, second by Erin Martin Pontiac to approve the tree removal and have request reviewed by the Tree Commission. Voice vote – all in favor, motion carried. SANDS PARK CONTROL BOARD – MARCH 18, 2024 PAGE 1 OLD BUSINESS. a. DTE Energy Easement MOTION by Erin Martin Pontiac, second by Jeff Mikula to grant the easement to DTE as presented. Voice vote – all in favor, motion carried. BEGAN PUBLIC COMMENT. • Marcus Chick – Presented his Eagle Scout project: sandbox at Sands Park. MOTION by Jeff Mikula to support the project as presented. MOTION by Jeff Mikula, second by Erin Martin Pontiac to amend the agenda to include New Business c. Eagle Scout Project at Sand Park. Voice vote – all in favor, motion carried. c. Eagle Scout Project at Sand Park Discussion included: • AAY approved the location. T • DPW will purchase materials and provide sand. City will purchase and have delivered to his home, as he will be building it there and transporting it to the park when complete. AF RESTATED MOTION by Jeff Mikula, second by Erin Martin Pontiac to support the Eagle Scout project: sandbox at Sands Park. Voice vote – all in favor, motion carried. Jim Thompson arrived – 4:20 p.m. b. Tennis Courts D • Recap and Next Steps − Reviewed Spicer Engineering memo – tennis court history R o No current techniques to rehab in current condition – courts are obsolete and beyond repair. o Current plan is for stabilization and seeding – does not prohibit future use as a tennis court or other possibilities. In the interim, grass would provide playing surface for MAPS student, MRA, etc. o No drainage or erosion concerns. o Discussed fencing. o Discussed funding. MOTION by Jeff Mikula, second by Jim Thompson to support the demotion of the tennis courts, addition of sidewalk and hill restoration not to exceed price of $90,000 to be split between the City and MAPS.
