ORDINANCE COMMITTEE MEETING MINUTES OF May 21, 2025 A meeting of the Manistee City Council Ordinance Committee was held on Wednesday, May 21, 2025, at 10 a.m. in the First Floor Conference Room, City Hall, 70 Maple Street, Manistee MI 49660. MEMBERS PRESENT: Jermaine Sullivan, Kay Keck, Julia Raddatz OTHERS PRESENT: City Manager – William Gambill, City Attorney – Blake Conklin, Water Leadman – James Riley, Finance Director – Ed Bradford, Recording Secretary – Kelly McColl Discussion on Chapter 1040 Combined Water Supply and Sewage Disposal: • Reviewed amending ordinance – Ed and James • Consensus: recommending amending ordinance be brought before Council for approval. Discussion on Chapter 1060.14 Exclusive Hauler: • Reviewed ordinance adding language for exclusive hauler – Bill and Blake • Consensus: recommending amending ordinance be brought before Council for approval. Discussion on Chapter 1420 Michigan Building Code: • Reviewed ordinance amending language to change the Floodplain administrator to the Building Official – Bill and Blake • Consensus: recommending amending ordinance be brought before Council for approval. Discussion on draft STR ordinance: • All condos in exempt area – let the condo associations determine if short-term rentals are allowable in those areas • $300 fee for a three-year permit cycle – increase yearly short-term rental registration fee? • Discussed cap – no consensus was reached. Committee would like to see cap at 5%, 6%, and 7% • Change response time to 24 hours; Local Agent requirement? • Leaving First Street out of the exempt area. • Will meet again before it is brought back to Council for consideration. Upcoming for Future Consideration Discussion on proposed changes to Chapter 1064 Charges for Fire Runs and Emergencies: • Possibly charging fees for departments associated with response times to encourage participation in a fire district. Discussion on proposed changes to sidewalk Ordinance: • Sidewalk replacement – time of sale 50/50 split • Sidewalk inspection included in rental inspections - 50/50 split • No change to snowplowing COUNCIL ORDINANCE COMMITTEE MINUTES – MAY 21, 2025 PAGE 1 Discussion on Chapter 606 Animals: • Limit number of cats to 5 Other: • Mayor asked the attorney to look at the blight ordinance – would like to see unpaid citations/civil fines for blight/garbage violations be put on the tax rolls of the homeowner. Attorney will have something to review at the next Ordinance Committee meeting.
