HARBOR COMMISSION MINUTES MEETING OF NOVEMBER 17, 2021 A meeting of the Manistee Harbor Commission was called to order by the recording secretary on Tuesday, November 17, 2021, at 3:30 p.m. in the Council Chambers, City Hall, 70 Maple Street, Manistee MI 49660. MEMBERS PRESENT Ty Cook, Jeff Mikula, Tracey Lindeman, George Becker, Bill Gambill MEMBERS ABSENT Tom Swedenborg OTHERS PRESENT APPROVAL OF AGENDA MOTION by Tracey Lindeman, second by Jeff Mikula, to approve the agenda as submitted. Voice vote - motion carried. PUBLIC COMMENTS ON AGENDA ITEMS • None ELECTION OF VICE-CHAIR MOTION by Jeff Mikula, second by Tracey Lindeman, to elect Ty Cook as Co-Chair for the remainder of the year. With Roll Call this motion passed 4 to 0. Yes: Ty Cook, Jeff Mikula, George Becker, Tracey Lindeman No: None Newly elected Co-Chair Ty Cook took over leading the meeting. APPROVAL OF MINUTES MOTION by Jeff Mikula, second by George Becker, to approve the minutes for the July 20, 2021 meeting as presented. Voice vote - motion carried. UNFINISHED BUSINESS • Riverbank Revetment Project Update – Jeff Mikula – Contractor is in the final stages of work. Stone revetment is installed, parking lot retaining wall has been replaced and railing Harbor Commission Minutes – November 17, 2021 Page 1 up. East of the launch sidewalk has been poured and restoration completed to net shed pier, dune grass included. Sidewalk was supposed to be on top of the splash stone but there was enough room to offset it 3/5 inland more so railings were not needed. Stone quantity needed east of the launch was less than projected so was able to extend it further. Damaged sidewalk has been removed. Synthetic material was used for the elevated sidewalk as a trial – is working well. • Marina Dock Replacement Update – Jeff Mikula – Contractor has the docks constructed and galvanized but is waiting for their barge, that is working on another project, to be available. Projected to begin in early December and finish up in 3 weeks. Should have no impact on Marina Operations as it is closed for the season. • Fricano’s Manistee River Land Sale Update – Bill Gambill – Land was purchased using land and water conservation funds in the 1970s so requires a conversion if City sells. Last year we submitted a grant application to improve the north Riverwalk and a land conversion hinders the grant application. Ted Fricano and the City agreed to hold off on the sale until next summer. Ted Fricano was fine with waiting on the deck expansion to focus on the interior work. Land replacement has been submitted for the conversion, area near the 9th Street boat launch, it must be similar value and similar rec use. STAFF REPORTS • Harbormaster o Bridge tenders are no longer manning bridges – only on demand, which has been frequently over the last 2 weeks. o Marina manager has retired after the end of the season. Please keep this in mind and mention to anyone who may be interested in next spring. • Boat Launch Revenue o Reviewed the boat launch revenue. NEW BUSINESS • Annual Report to Council – the recording secretary suggested that with the Chair out and the missed meetings that the commission forgoes the annual report and plans on it for next year. Commissioners agreed. • Set Meeting Dates for 2022 MOTION by Tracey Lindeman, second by Jeff Mikula, to approve the meeting dates as presented. Voice vote - motion carried. PUBLIC COMMENTS • None. Harbor Commission Minutes – November 17, 2021 Page 2 OTHER COMMENTS • Jeff Mikula asked the Commission to begin thinking about budget priorities for next year. • Discussed Marina building patio, maintenance, and issue with homeless individuals gaining access to building. • Jeff Mikula gave an update on the Princess and their first season in Manistee. Will be meeting with the owner to discuss a few issues. The date and time of each meeting will, where practicable, be agreed upon by the consensus of the Commission and City Staff assigned to the Commission; quarterly meetings in January, April, July and October on the Third Tuesday of the month, and also during the Marina season in June and August. Additional meetings can be scheduled, as necessary.
