HARBOR COMMISSION MINUTES
MEETING OF JUNE 28, 2022
A meeting of the Manistee Harbor Commission was called to order by the Chair on Tuesday,
June 28, 2022, at 1:00 p.m. in the Council Chambers, City Hall, 70 Maple Street, Manistee MI
49660.

APPROVAL OF AGENDA
MOTION by Jeff Mikula second by George Becker, to approve the agenda as submitted. Voice

PUBLIC COMMENTS ON AGENDA ITEMS

APPROVAL OF MINUTES
MOTION by Ty Cook, second by Tom Swedenborg, to approve the minutes for the April 19,
2022, as presented. Voice vote – motion carried.
UNFINISHED BUSINESS
• Marina Dock Replacement Update
Substantially complete though still waiting on bumpers that have been backordered. Caps were
ordered economically through Amazon and fit the pilings well – more were ordered for the rest
that had missing caps.
• Marina Marketing Plan
Jeff hasn’t heard from Mark Sandstedt since the last meeting date. Chair Swedenborg will reach
out to him for a marketing proposal before the July 19, 2022, meeting.

• Marina Patio
Patio pavers have been ordered and will be installed by the end of July. Spicer had proposed
several patio options, pavers and poured cement included. DPW decided the pavers were the best
option; City staff will be installing. Base and filler products, per the manufacture’s
specifications, have also been ordered. Lighting was not considered previously but suggested for
security and welcoming atmosphere for boaters. Furniture was not budgeted for but will be
worked into the plan.
• Harbor Dredging
Army Corps of Engineers will be dredging the harbor late summer (July or August). They will be
updating their discharge permit to allow placement of material to the north of the public beach.
Residents of Dunes Drive have expressed concerns over erosion of City property near them and
so this is an appropriate placement for beach nourishment.
• South Breakwater Update
Army Corps of Engineers has accepted bids for the South Breakwater work. Low bidder
provided two time periods for the work to be completed. Fall 2022 construction or
spring/summer 2023. The City has requested fall work/completion as it will work well to have
completed before the City planned pavement of the First Street Beach loop road, hotel parking
and lower parking lot paving, which is scheduled for spring 2023 (paid for through the hotel
brownfield capture). Also, spring/summer 2023 work would conflict with July 2023 fireworks.
Other factors may determine the time period of work but hoping for the fall 2022 option.
STAFF REPORTS
• Harbormaster
o Discussed land conversion process – Fricano’s/9th Street boat launch. Waiting for the
scoring from the North Riverwalk grant application before moving forward.
o Clean Water Recovery Facility will be substantially complete within the next couple of
months.
o Discussed the possible improvements for the 9th Street boat launch. If the conversion
takes place, the City will need to create a site plan including all future improvements and
would engage the Parks Commission and Harbor Commission in this conversation.
Kayak/canoe launch may be included – suggestion was made for seasonal storage
availability at this site. High use during the winter months.
o Marina – slow until about a week ago, really beginning to pick up with rental and fuel
sales. New staff uniforms (t-shirts and sweatshirts) have arrived. Jeff will check on Wi-Fi
sufficiency for boaters. Suggested that shuffleboard and dog walk area be added to the
list of features offered at Marina.
• City Manager – Boat Launch Revenue
The City Manager was unable to attend the meeting, but Commissioners did review Boat Launch
Revenue.

• Other
o Discussed attracting sailors coming back from the Mac Race (Chicago to Mackinaw).
Maybe could be included in marketing proposal.
o Engaging the Manistee County Sports Fishing Association for new Harbor Commission
member(s).
o Need for No Wake signage.
o Alewives die off – DPW is cleaning the beach along the scum line 7 days a week –
sometimes more.
o Dr. Paine is updating his marina.
o Edgewater Condominiums is still planning on putting in docks.
o Discussed Peninsula development – possibility for industrial/maritime/salmon museum.
o Future of Waterworks building.

• George Becker asked about Fricano’s request to purchase land adjacent to his building.
Requested dates for the CRAM Manistee Regatta – Kelly to provide. Asked about any know
security problems for the Princess this year – Jeff said none have been reported.

OLD BUSINESS
• Riverbank Revetment Project Update
Splash erosion on Reach A – contractor put in another section of splash stone last week. Project is
substantially complete, working through punch list items. Project came in under budget and City
is receiving lots of positive feedback.
• Marina Dock Replacement Update
Project is moving along nicely – pilings are set, docks installed, and decking is going in. Punch
list walk through scheduled for April 20, 2022. Old pilings are being saved and stored for future
use, utilizing some in the new disc golf course.
• Marina Manager
Introduced Katie Trivisonno – recently hired as the new DPW Clerk. Her past job experience
includes managing Harborview Marina in Ludington which led to hiring her additionally as the

marina manager. Her devotion to customer service and staff training make her the ideal candidate
for overseeing the staff and marina operations.
REPORTS
• Harbormaster
Land conversion – small parcel of Marina property that the City is selling to Fricano’s on the
River requires the City to acquire new property and convert it to park land in its place. The DNR
has verbally accepted the City’s option of one acre of the ten-acre parcel purchased from Morton
Salt for the new Clean Water Recovery Facility. City was waiting until the MDNR trust fund grant
for the North Riverwalk was submitted, as a conversion process can hurt the City’s chances for
the grant.
Army Corps of Engineers has scheduled dredging of the harbor this fall and rehab work on the
south breakwall within 18 months. A right-of-entry agreement is on the City Council agenda
tonight to allow the Corps to utilize the small parking lot at First Street beach for their
equipment/staging during the breakwall rehab.
Finance office ordered coins for boat launch machine – will be opening next week.
Once hillside is stabilized the Welcome to Manistee sign will go back up.
• City Manager
Reviewed and discussed pre-season boat launch revenue.
MOTION by Tom Swedenborg, second by Jeff Mikula to recommend to City Council raising the
seasonal boat launch pass rate from $45.00 to $50.00 as of the new fiscal year, July 1, 2022.
Voice vote – Motion passed.
EDA grant for the South Riverwalk was submitted last Friday.
NEW BUSINESS
• Mark Sandstedt of MS Creative Services, Inc. – Marina Marketing Ideas
Discussion included:
• Updating pictures.
• Partnering with CVB and DDA – highlight reasons to visit.
• Develop strategy for Marina marketing plan – audience, goals, and objectives.
• Marketing to boat clubs around Lake Michigan.
• Needs and desires of both powerboaters and sailors.
• Exceptional customer service.
• Destination vs Stopover.
Consensus: Mark will meet with Jeff before the next meeting to come up with a marketing
proposal.

• Mary Lou Mydill, 565 Bryant Avenue – Excited to hear the marketing ideas and plans for the
Marina this season.

COMMISSIONER COMMENTS
• Jeff Mikula – Catamaran Race scheduled again this year, very easy to accommodate. Hoping
for good weather. Princess of Manistee’s move from Ludington last season was a very positive
change – exceeded all the owner’s goals. These types of events and businesses show the
uniqueness of the Manistee Community and what sets us apart.
• Ty Cook asked about the Marina patio – Jeff updated Commissioners – planning for a spring
cement pour.
