HARBOR COMMISSION MINUTES MEETING OF October 18, 2022 A meeting of the Manistee Harbor Commission was called to order by the Chair on Tuesday, October 18, 2022, at 1:05 p.m. in the Council Chambers, City Hall, 70 Maple Street, Manistee MI 49660. MEMBERS PRESENT Tom Swedenborg, Jeff Mikula, George Becker, Mary Lou Mydill, Bill Gambill MEMBERS ABSENT Ty Cook OTHERS PRESENT APPROVAL OF AGENDA MOTION by Jeff Mikula, second by George Becker, to approve the agenda as submitted. Voice vote – motion carried. PUBLIC COMMENTS ON AGENDA ITEMS None APPROVAL OF MINUTES MOTION by Tom Swedenborg, second by Jeff Mikula, to approve the minutes for the August 16, 2022, as presented. Voice vote – motion carried. UNFINISHED BUSINESS • Marina Marketing Plan o Drone Pictures – Jeff Mikula received footage from MS Creative, which can be used for video clips or still images. This expended the current budget line item. Will continue to look for additional funding sources over the winter. Jeff confirmed the footage showed activity at the Marina; he will email the footage to Commissioners. o Updated written material – Mary Lou Mydill and George Becker provided feedback on written material. • Marina Patio – topsoil excavated, drainage system was re-piped through the wall to the river, and irrigation was cut and capped. Landscaping fabric, stone and pavers are ready for installation when the weather breaks – will be ready for spring use. • South Breakwater – construction continues to progress. Jeff Mikula is planning on attending the progress meeting tomorrow with contractor and Corps of Engineers. Work has not interfered with recreational use. Some equipment will be stored in lot over the winter. REPORTS • Harbormaster – boat launches, machine and pay tube, have been closed for the season. Most skid piers have been pulled. Marina was closed for the season a few weeks ago. The Princess plans to stay moored throughout the winter – will use a bubbler system to safely stay in the water. City and owner working on an agreement for winter storage and to re-coup electrical costs from the bubbler. Tree pruning at the Marina has been done and Parks Commission has Harbor Commission Minutes – October 18, 2022 Page 1 asked that some additional pruning be completed. DDA approved $11,000.00 of landscaping on the Marina property at their last meeting. • City Manager – reviewed Boat Launch Revenue – $5.00 increase for seasonal permits in July increased the revenue. NEW BUSINESS • Report to Council – December 6, 2022, City Council Meeting • Set Meeting Dates MOTION by Jeff Mikula, second by Mary Lou Mydill, to approve the meeting dates as presented. Voice vote – motion carried. PUBLIC COMMENTS None COMMISSIONER COMMENTS • George Becker – asked what size boat can be accommodated in the Marina? Interested in reaching out to cruise lines. • Bill Gambill – Manistee County Visitors Bureau did a great job with the Origins Walk – dedication was last week. • Jeff Mikula – agreed the Origins Walk is very well put together. Voice vote – motion carried. UNFINISHED BUSINESS • Marina Marketing Plan Proposal • D Still looking into funding sources. Possible partnership with the County Visitors Bureau. MS Creative will begin the process with drone footage – adding more later as funding allows. MS R Creative will be working with Marina manager to choose the best time (busy) to fly the drone. Marina Patio No start date scheduled yet, though fall completion is expected. All materials have been purchased and are in. • Harbor Dredging Dredging in process, no official report from the Army Corps of Engineers yet. Beach nourishment is not being dumped north as requested by Jeff Mikula. No explanation received on why it is being dumped south. Report came into the City last week of an overturned kayak with people holding on to the sides. Tuned out to be dredging equipment. Army Corps of Engineers will be mobilizing on the south breakwater repair probably next week or the following week. REPORTS • Harbormaster – Marina Operations – Business is good, and the manager is happy with the staff. Docks are now 100% complete. Manistee Proud and SEEDS students are working at Harbor Commission Minutes – August 16, 2022 Page 1 the Marina this week. Power washing sidewalks, scrubbing benches, tables, swings, and wooden light posts, and they will be staining later in the week. Chair Swedenborg also worked on edging sidewalks at the Marina recently. The City Manager spoke with Kelly Greve of Manistee Proud about trimming trees around the property for better views of the river channel – will further discuss with the DPW. Also, outside doors on the public bathroom will be painted by DPW. Peak fishing season has arrived. Two skid piers at the First Street boat launch have been damaged – fixing. Fish waste contractor, Huron Tackle, is storing refrigerator semitrailer of fish waste at the DPW cold storage area in the industrial park for a reduction in cost for hauling waste. There is no odor. Huron Tackle supplies a fertilizer company with the fish waste. • City Manager – Boat Launch Revenue – none to report Updated the Commission on addition of a sign on the boat launch machine about where boaters can get the season pass stickers after purchase. NEW BUSINESS T • Report to Council – November 1, 2022, City Council Meeting Chair Swedenborg needs to have the report rescheduled do to travel plans. Kelly will reschedule. • AF Changes/Updates to GLCC’s Manistee Harbor Report Commission members to review report and mark up with changes and email to Kelly for compiling. Ty Cook will check on the submission date deadline. Discussed other publications. Kelly will scan and email to the group for review in preparation for marketing promotions. • D Other – MaryLou Mydill and George Becker received good feedback from a boater recently R at the City Marina. Good report on the Marina but there were no open restaurants for drinks and air conditioning in close proximity. The date and time of each meeting will, where practicable, be agreed upon by the consensus of the Commission and City Staff assigned to the Commission; quarterly meetings in January, April, July, and October on the Third Tuesday of the month, and also during the Marina season in June and August. Additional meetings can be scheduled, as necessary.
