HISTORIC DISTRICT COMMISSION Council Chambers, City Hall 70 Maple Street Manistee, MI 49660 MEETING MINUTES January 8, 2009 A Meeting of the Manistee City Historic District Commission was held on Thursday, January 8, 2009 at 3:00 p.m. in the Council Chambers, City Hall, 70 Maple Street, Manistee, Michigan. Meeting was called to order at 3:00 p.m. by Chair Kracht. ROLL CALL: Members Present: Dave Carlson, Maria DeRee, T. Eftaxiadis, Teena Kracht, Nathaniel Neider, Kelly Niles, John Perschbacher Members Absent: Mallory Barkholz (Youth Observer) Others: Melissa Ketz (Gateway Gallery), Jon Rose (Community Development), Steve Harold (Manistee County Historical Museum) and Denise Blakeslee (Planning & Zoning) APPROVAL OF AGENDA: MOTION by John Perschbacher, seconded by Dave Carlson that the Agenda for the January 8, 2009 Meeting be approved. With a voice vote this motion passed unanimously. Nathaniel Neider entered the meeting (3:06 p.m.) APPROVAL OF MINUTES: MOTION by Dave Carlson, seconded by John Perschbacher that the Minutes of the December 4, 2008 Meeting be approved. With a voice vote this motion passed unanimously. City of Manistee Historic District Commission Meeting Minutes of January 8, 2009 Page 2 NEW BUSINESS: Melissa Ketz/Gateway Gallery, 129 Washington Street, Suite B - Signage Melissa Ketz/Gateway Gallery, 129 Washington Street, Suite B is requesting approval for the installation of window signs, a wall sign and a portable sign as submitted with application HDC-2009-01. MOTION by John Perschbacher, seconded by Maria DeRee to approve the request from Melissa Ketz/Gateway Gallery, 129 Washington Street, Suite B for the installation of window signs, a wall sign and a portable sign as submitted with application HDC -2009-01. With a roll call vote this motion passed 7 to 0. Yes: DeRee, Carlson, Perschbacher, Neider, Niles, Eftaxiadis, Kracht No: None By Law Review According to the By-Laws of the City of Manistee Historic District Commission shall annually review their By-Laws at the regularly scheduled meeting in January. MOTION by John Perschbacher, seconded by Kelly Niles that no changes be made to the Historic District Commission By-Laws. With a roll call vote this motion passed 7 to 0. Yes: Perschbacher, Eftaxiadis, DeRee, Neider, Carlson, Niles, Kracht No: None OLD BUSINESS None PUBLIC COMMENTS AND COMMUNICATIONS CONCERNING ITEMS NOT ON THE AGENDA None City of Manistee Historic District Commission Meeting Minutes of January 8, 2009 Page 3 CORRESPONDENCE Commissioners were given a copy of a letter from Jon Rose to Jeffrey & Sharry Curtis regarding signage. STAFF REPORTS Jon Rose asked the members of the Historic District Commission about the replacement of the cupolas at the Ramsdell Theatre. Restoration of dentalis, roof replacement and the cupolas are being planned. The architect/engineer indicated that the cupolas could be replaced with fiberglass vs wood. Steve Harold said that an exact replica (perfect match) would meet the standards. Also the cupolas over the stage area needs to be reviewed to make sure that it is original. Chair Kracht spoke of the article in the paper regarding the DDA and Vogue Theatre. The Commission would like a letter sent to the DDA regarding the role of the Historic District Commission in the process. Also a member of the Historic District should be on the Design Committee. A letter will be sent to the new Main Street/DDA Director. Jon Rose spoke of a document that the members received about new tax credits that will be available in the Historic District (change from 25% to up to 40%). Commissioner Perschbacher commended Maria DeRee on the Facade improvements on her building. Dave Carlson spoke of the Vertical Zoning discussion that will be held at the Planning Commission Meeting. The Next meeting of the Historic District Commission will be on Thursday, February 5, 2 009 at 3:00 p.m. in the Council Chambers, City Hall, 70 Maple Street.
