MEETING MINUTES
February 5, 2009
A Meeting of the Manistee City Historic District Commission was held on Thursday, February 5, 2009 at
3:00 p.m. in the Council Chambers, City Hall, 70 Maple Street, Manistee, Michigan.
Meeting was called to order at 3:05 p.m. by Chair Kracht.
ROLL CALL:
Members Present: Dave Carlson, Maria DeRee, Teena Kracht, Nathaniel Neider, John Perschbacher
Members Absent: T. Eftaxiadis (excused), Kelly Niles (excused), Mallory Barkholz (Youth Observer)
Others: Travis Alden (DDA/Main Street Director), Elbert Purdom (369 River Street),
(Community Development), Steve Harold (Manistee County Historical Museum) and
Denise Blakeslee (Planning & Zoning)
APPROVAL OF AGENDA:
MOTION by John Perschbacher, seconded by Maria DeRee that the Agenda for the February 5, 2009 Meeting
be approved.

MOTION by Dave Carlson, seconded by John Perschbacher that the Minutes of the January 8, 2009 Meeting
be approved.

NEW BUSINESS:
Travis Alden, Main Street/DDA Director
The Historic District Commission welcomed Travis Alden the new Main Street/DDA Director. The Historic
District is located in the Main Street/DDA District.
OLD BUSINESS
Application for a Certificate of Appropriateness - Check List
A check list has been developed to assist applicants with facade improvements. The check list details
elements that may be on a building. The check list should eliminate any omissions or oversights on
applications.
MOTION by John Perschbacher, seconded by Maria DeRee that the Historic District Commission adopt
the use of an Application for a Certificate of Appropriateness - Check List for requests with facade
improvements.
With a Roll Call Vote this motion passed 5 to 0.

PUBLIC COMMENTS AND COMMUNICATIONS CONCERNING ITEMS NOT ON THE AGENDA
None
CORRESPONDENCE
Commissioners received a copy of an article from Knox-Box Rapid Access Holiday 2008 Publication. This
article was titled “Protecting Historic Buildings, Manistee, MI” and credit was given for the cooperation
between the Historic District Commission and the Fire Department.
STAFF REPORTS
143 Washington Street
Signage at the Sundae Shop on Washington Street was removed.

Directory Signage
An e-mail was received from Dennis terHorst, Communicraft regarding the installation of updated panels
on the Briny Inn Directory. The Commission discussed how directory signage will be handled. A Policy
will be drafted that if the same font, colors, appearance, as originally approved the change in tenants on a
directory will be permitted without having to be reviewed by the Commission.
347-349 River Street
Commissioner DeRee noted that there appears to be replacement skylights for the Building at 347-349 River
Street in the vacant storefront. Jon Rose will investigate.
369 River Street
Elbert Purdom, 369 River Street entered the meeting. Chair Kracht acknowledged Mr. Purdum who spoke
to the commission about confusion over his project. Jon Rose noted that the lower cornice was not listed
on the application to the Historic District Commission. During his review of changes made thru value
engineering he discovered the oversight. Mr. Rose contacted the person who submitted the original
application on Mr. Purdom’s behalf.
An application was not received in time for formal action at the December meeting, but the commission
reviewed the Lower Cornice information that was submitted by the Architectural Firm. Consensus from
the Commission was that it could be approved if the type of material was submitted with an application
amendment.
An application amendment was not submitted it in time for the February meeting. The application is in the
office and Jon Rose will prepare a memo that notes the type of material that will be used for the
commissions review at March 5, 2009 meeting.
Mr. Purdum said that his frustration has nothing to do with the way in which the Historic District has
conducted themselves. Mr. Rose offered to meet with Mr. Purdum to discuss his concerns.
Property Maintenance
John Perschbacher asked about the process for making a property owner maintain their property. Discussion
followed.
Next Meeting
The Next meeting of the Historic District Commission will be on Thursday, March 5, 2009 at 3:00 p.m. in
the Council Chambers, City Hall, 70 Maple Street.

MOTION by Maria DeRee, seconded by Dave Carlson that the meeting be adjourned. Motion passed
unanimously.
