MEETING MINUTES
March 3, 2011
A Meeting of the Manistee City Historic District Commission was held on Thursday, March 3, 2011 at 3:00
p.m. in the Council Chambers, City Hall, 70 Maple Street, Manistee, Michigan.
Meeting was called to order at 3:06 p.m. by Chair Kracht.
ROLL CALL:

APPROVAL OF AGENDA:
MOTION by Maria DeRee, seconded by Nathaniel Neider that the Agenda for the March 3, 2011 Meeting
be approved.
With a voice vote this motion passed unanimously.
APPROVAL OF MINUTES:

NEW BUSINESS:
Ed Kriskywicz, 387 River Street - Extension of Permit PHDC7020
Mr. Kriskywicz received a permit from the Historic District Commission on October 4, 2007 to replace trim
and repaint the building the existing color. The Historic District Commission granted an extension on April
2, 2009.
The applicant now has the finances to proceed with the project and is requesting the Historic District
Commission to allow another extension of the permit.
MOTION by Maria DeRee, seconded by John Perschbacher the request from Ed Kriskywicz for an
extension of permit PHDC7020 be approved for another year (March 3, 2012).
With a roll call vote this motion passed 4 to 0.

Commissioner Carlson & Eftaxiadis entered the meeting.
Ramsdell Theatre, 101 Maple Street
The Commission was asked if they would consider approving a Bulletin Box on the First Street side of the
building for the Art Institute. They want to post their hours of operation and event information. The photo
Mr. Rose showed the commission of the box is approximately 16" x 24".
MOTION by Maria DeRee, seconded by Dave Carlson to approve the installation of a Bulletin Box; non-
illuminated next to the First Street entrance of the Ramsdell Theatre as shown in the picture (must be a dark
color).
With a roll call vote this motion passed 6 to 0.

The City of Manistee is working with the consultant who is designing the upgrades to the HVAC system
at the Ramsdell Theater. The plan is to place the chillers on the roof of an addition on the west side of the
building (behind the theatre) that would provide storage, access to the theatre and space for a lift to move
props from the basement to the stage. The Commission had a lengthy discussion on the project.
The Commission said that they would prefer the use of wood siding similar to the stable that was on the rear
of the building. They commission recommends using a board and batten style screening as recommended
by Steve Harold.

Mr. Rose will discuss the recommendations of the commission to the designer and return with new
elevations for discussion.

STAFF REPORTS
Travis Alden, DDA/Main Street Director - was not in attendance. Chair Kracht received an email and
reported the activities on the Vogue Theater, Boat House Grill and Elk’s building to the Commission.
Steve Harold - showed the commission a sign request from the Civic Players for a sign on the First Street
side of the Ramsdell Theater. It was noted that in the past the Art Institute also had signage located on that
side of the building also. The Commission authorized Mr. Harold to issue a sign permit as discussed with
the requirement that the frame must be black or brown not aluminum in color.
Commissioners discussed proposed changes in Lansing. The Commission will be drafting a letter to City
Council asking that they allow the Historic District Commission to request the reinstatement of the Historic
Tax Credits that are proposed to be cut in the state budget.
Chair Kracht reported that work has begun on updating the Policies and Guidelines.
The Next meeting of the Historic District Commission will be on Thursday, April 7, 2011 at 3:00 p.m. in
the Council Chambers, City Hall, 70 Maple Street.

MOTION by John Perschbacher, seconded by T. Eftaxiadis that the meeting be adjourned. Motion passed
unanimously.
