HISTORIC DISTRIC COMMISSION 70 Maple Street Manistee, MI 49660 MEETING MINUTES January 3, 2024 A regular meeting of the Manistee Historic District Commission was called to order by Chairperson Lee Trucks on Wednesday, January 3, 2024, at 4: 00 p. m. in the City Hall Council Chambers, 70 Maple Street. Members Present: William Connor, Ron Helmboldt, Lee Trucks, Kathryn Kenny, and Angie Quinn Members Absent: Thad Taylor, Dennis Otto Others Present: Theresa Waldo — Community Development Director, Mark Fedder — Museum Director, and Laura Mackenzie— Recording Secretary ELECTION OF OFFICERS Chair Trucks opened the Election of Officers and turned the meeting over to Ms. Waldo for the election of Chair 2024. Chair: Commissioner Connor nominated Commissioner Trucks for Chair. Commissioner Trucks declined the nomination. Commissioner Quinn nominated Commissioner Kenny for Chair. Commissioner Kenny accepted the nomination. Motion by Commissioner Trucks, second by Commissioner Connor to close nominations and elect Commissioner Kenny as HDC Chair 2024. Roll call vote: YES: Connor, Helmboldt, Trucks, Kenny, Quinn NO: None Commissioner Kenny is the HDC Chair for 2024. Vice Chair: Commissioner Kenny nominated Commissioner Quinn for Vice Chair. Commissioner Quinn accepted the nomination. MOTION by Commissioner Trucks to close the nominations and a unanimous ballot be cast for Commissioner Quinn. The motion passed unanimously. RECORDING SECRETARY: Commissioner Connor nominated Commissioner Taylor for recording secretary. Motion by Commissioner Trucks to close the nominations and a unanimous ballot be cast for Commissioner Taylor. The motion passed unanimously. APPROVAL OF AGENDA MOTION by Commissioner Connor, seconded by Commissioner Quinn to approve the January 3, 2024, agenda as presented. The motion passed with a voice vote. CONFLICT OF INTEREST None APPROVAL OF MINUTES MOTION by Commissioner Helmboldt, seconded by Commissioner Quinn to approve the Manistee County Historic District Commission December 6, 2023, meeting minutes. The motion passed with a voice vote. PUBLIC COMMENT ON AGENDA RELATED ITEMS None. NEW BUSINESS The Shops at Heritage Square Mr. Robert Grass, owner of 390 River St, spoke to the Commission regarding a demolition permit for the exterior canopy and what the intended use is. Mr. Grass discussed that the support system for the canopy is failing, causing safety issues and allowing water into the building. He also spoke to the Commission regarding the look he would like for the exterior of the building. The Commission discussed the exterior of the building and the need to demolish the canopy. Motion by Commissioner Quinn, seconded by Commissioner Helmboldt to approve the demolition of the canopy with the additional request that, within 90 days, a plan for the replacement of the canopy and for the exterior be brought to the Commission. The motion passed with roll call vote: YES: Connor, Helmboldt, Trucks, Kenny, Quinn NO: None OLD BUSINESS Olde Kirke Museum Commissioner Trucks signed a letter of support. 383 River Street A new handrail will be installed with the help from a donor. 99 Pine Street Mark Fedder gave an update regarding the Smith home. The owner' s priority is to keep the home as an historical marker. An historical designation was awarded, and the family is planning for placement of the historical marker. The family would like to come before the Commission and give a small presentation on their home. The Commission would welcome that. Permit Review The Commission would like an update on The Outsider and the building on Oak Street to be added to the agenda for the next meeting. PUBLIC COMMENTS AND COMMUNICATIONS None. CORRESPONDENCE None. STAFF/ BOARD REPORTS Main Street/ DDA Director None Museum Director Mark Fedder had no report to give. Planning and Zoning Director Theresa thanked Commissioner Quinn for sending her information about classes available to the HDC. She found the class that she recently took to be interesting and informative. MEMBERS DISCUSSION Commissioner Connor stated that his term is up in February 2024, and he will not be continuing his position. Theresa asked for suggestions of others that may be interested in serving on with the HDC. ADJOURNMENT MOTION to adjourn was made by Commissioner Quinn, seconded by Commissioner Kelly.
