HISTORIC DISTRIC COMMISSION 70 Maple Street Manistee, MI 49660 MEETING MINUTES December 6, 2023 A regular meeting of the Manistee Historic District Commission was called to order by Chairperson Lee Trucks on Wednesday, December 6, 2023, at 4: 00 p. m. in the City Hall Council Chambers, 70 Maple Street. Members Present: William Connor, Ron Helmboldt, Thad Taylor, Lee Trucks, Kathryn Kenny, and Angie Quinn Members Absent: Dennis Otto Others Present: Theresa Waldo — Community Development Director, Mark Fedder — Museum Director, and Laura Mackenzie — Recording Secretary APPROVAL OF AGENDA MOTION by Commissioner Helmboldt, seconded by Commissioner Quinn to approve the December 6, 2023, agenda as presented. The motion passed with a voice vote. CONFLICT OF INTEREST None APPROVAL OF MINUTES MOTION by Commissioner Taylor, seconded by Commissioner Kenny to approve the Manistee County Historic District Commission November 1, 2023, meeting minutes. The motion passed with a voice vote. PUBLIC COMMENT ON AGENDA RELATED ITEMS None. NEW BUSINESS Ken Cooper at the Olde Kirke Museum Mr. Cooper gave a presentation about the Olde Kirke Museum and its critical need for a new Roof. State grants that will be applied for require a letter of support from the Historic District Commission, so Mr. Cooper is asking for the HDC to provide this. Motion by Commissioner Connor, seconded by Commissioner Kenney to authorize the Historic Commission to draft a letter of support for the roof project at the Olde Kirke Museum. The motion passed with a voice vote. OLD BUSINESS 355 River St A land use permit has been obtained and the old signage has begun to be taken down. Theresa will keep the Commission informed of the progress for the installation of the new sign for the Sun Shack. 95 Maple Street Theresa reviewed the certificate of appropriateness and has agreed to leave the permit open so that the bottom step can be fixed. The house next door, to the east, will be demolished and the plan is to use it as greenspace for now with a possible extension to the library in the future. 321 River St Theresa noted that this permit can be closed out as the work has been completed. Permit Review Theresa will investigate other outstanding permits and report back on progress at the next HDC meeting. PUBLIC COMMENTS AND COMMUNICATIONS None. CORRESPONDENCE None. STAFF/ BOARD REPORTS Main Street/ DDA Director None Museum Director Mark Fedder had no report to give. Planning and Zoning Director Theresa will be looking into work being done at 411 River St to make sure it is being done within the parameters of the permit. The owners of 99 Pine St are interested in applying for an historical marker designation. The family has talked about selling the home or creating a museum/ artist retreat. Mark Fedder will reach out to the family to discuss their plans for the home. MEMBERS DISCUSSION Commissioner Taylor asked that if an organization or individual would like to be added to the agenda, for Theresa to provide a summary of what they would like to discuss. Theresa agreed. Theresa asked if the Commission would be interested in having speakers come to make presentations that could be of interest to the HDC. She will compile a list of possible speakers and present it at the next meeting. ADJOURNMENT MOTION to adjourn was made by Commissioner Taylor, seconded by Commissioner Kelly.
