Crew Leader Others Present: • Mr. Shawn Middleton, the Spicer Group • Mr. Shane Brennan, the Sp ice r Group Public Comment on Agenda Related Items: • None Work Session Purpose: The work session was called to receive a preliminary report from the Spicer Group to address flooding at the Century Terrace building. Presentation by the Spicer Group: Mr. Middleton and Mr. Brennan presented the findings of their study as to the causes and potential remedies of flooding of the Century Terrace building. A significant source of the flooding is the 8-acres of City of Manistee stormwater system north of our property that drains to the intersection of Daniels and Sixth Ave. Normal rains or winter runoff do not overwhelm the system. However, severe rainstorms and winter runoff increase the risk of the flooding of Century Terrace and has often caused flooding in the building. Following a discussion of the causes of the flooding, a preliminary remedy was presented to the Commissioners. During the discussion of the preliminary remedy, Commissioner Parkes suggested that the Executive Director, Clinton McKinven-Copus, meet with the City to determine what portion of the cost will be covered by the City since a primary source of the flooding is from the City stormwater system.
