E COMMISSION
MEETING MINUTES
July 19,2000
A regularly scheduled
meeting of the Manistee Area P.
G.E Commission was held on July 19, 2000 at
6:
00 p.
m. in the City Council Chambers at City Hall,
70 maple Street, Manistee, Michigan.
Mark Carlson was introduced as the newest member of the
G.
P.
E commission.
MEMBERS PRESENT: G. Carlson, J. Mencazelli, M. Carlson, M.
Tillotson, F. Balcer
MEMBERS ABSENT: E. Bush, Ex-
Officio.
OTHERS PRESENT: Lorraine Cazlson, Tex Collins, James Mencarelh
The meetuig was brought to order at
approximately 6:00 p.m. by Carlson. There was a motion made
by Tillotson, seconded by Cazlson to approve March 22, 2000 meeting minutes. Ayes-4
Nays-0
Channel update - Most programming at this time is a combination of videos
provided by Tillotson,
Cazlson, and local churches. Carlson is also nunning T " he Capitol Report", provided by the Republican
party of Nlichigan. Ca.rlson reported that he typically runs three or more hours of
programming per day.
There was some discussion of audio quality. Carlson stated he believes he can
correct this problem.
The printer needs a larger shelf before it can be installed. G.
Cazlson, M. Cazlson, and J. Mencarelh
will meet to assess the situation.
Operator pay - There was a motion made by Tillotson and seconded by Mencarelh to establish an
executive committee to discuss and make a recommendation as to
operator pay. The committee was
established as Tillotson, Mencazelli, Balcer, and M. Carlson and went into executive
session.
The operator pay committee returned from executive session at 6: 36 P. M. and recommended
that the P.E.G.Commission accept Glen Carlson as the and
operator set a pay of $
100 per week
for the channel 2 operator. The operator should be
paid as a contractor, providi.ng a professional
service to P.
G..E
There was a motion by Mencarelli, seconded by Balcer to
accept the recommendations of the
operator pay committee,effective Ju1y 1,2000 until June 30,2001.Operator choice and pay will
be reassessed at that tune. Ayes-5 Nays-0 Glen Carlson will work out the deta,ils of
billing and
payment with the City Treasurer.
Secretary/Treasurer - After some discussion, there was a motion by Balcer, seconded by Mencarelh to
elect Mike Tillotson as the secretary/treasurer for the P.
G.
E commission. He will have
responsibility
for monitoring the status of P.
G.
E account and approving sma11 purchases for the
operation of the
channel. Ayes-5 Nays-0
Program scheduling - Tillotson suggested rnnn;ng programs more frequently to fill up the broadcast
day. Mencarelh suggested that educational programs could be obtained from MSU or MHS. Tillotson
suggested setting a short term goal of having a min.imum of six hours of programming daily. It was
suggested that certain programs could have regulazly set times to run. Examples would be; City
Council meetings, Saint Joseph's mass, and the Good
Shepherd services.
M.Carlson asked if a web page could be acquired on the City's web address. Mencarelli indicated this
might be available through the Manistee Area Public Schools. He will check and see what services are
available.
2000-2001 budget - After the vote on operator pay,7300
$ ofP.E.
G.funds are uncommitted for the year.
G. Carlson recommended a lower cost S- VHS video player (Panasonic AG- 5710) to save money.
M. Carlson suggested that the character generator remain a high priority. Mencazelli suggested a
particular unit at a cost of $
4195 He will investigate prices and report.
The commission accepted the letter of resignation from Elaine Sutherland.
G. Carlson discussed a memo from the city manager reference a capital improvement list for the city.
A P.
G E.studio will be on the list for discussion.
Scrimger commented on polirical advertising. Since this is a presidential election year,a11 commission
members were asked to be watchful and enforce the P.G. E policy on political ad. vertising
The da.te of the next meeting was set as August 23,2000.
