ThespecialmeetingwaschairedandcalledtoorderbyMarkStandstedtat6:35p.m.with
PledgeofAllegiancespoken
Present: KeithBrown,KathyErvin,AlanMarshall,MichelleWright,DanielWrzesinski,
MarkStandstedt,BarryLind
Absent: DeanKruse,DaleKolanowski
ApprovaloftheAgenda, MotionbyErvin,supportedbyWrzesinski. Motionwaspassed.
Standstedtopenedthediscussionbystatingthatthepurposeforthespecialmeetingwas
toannouncetheagreementofManisteeCountytohaveManisteePublicAccess
Televisiontapeandtelevisethecountycommission’s monthlymorningmeetings, andto
discusstheenteringintoaformalagreementwiththecountyastowhatPEGwilldoin
termsofbroadcastingofsaidmeetings,aswellasdiscusstherateofpaymentatwhich
theCountywillreimbursethecommissionfortheirefforts,andhowsaidreimbursements
willbemade.
Standstedtalsostatedthathewouldliketheagreementtotaketheformofa
memorandumofunderstanding.”
Wrightaskedifthecountyhaswork-sessionmeetings. Standstedtansweredinthe
affirmativebutaddedthatthesessionsarecarriedoutintheformofindividual
committees, thereforethecountyhasnotrequestedwork-sessionmeetingsbetaped,asof
yet.
Marshall, whoisapartofthecountycommission,addedthatchangesareexpectedtobe
madetonextyear’sbudgetandthatwork-sessionmeetingmayrequiretapingand
broadcastingaswell.
StandstedtexplainedthatthefactoringcosttothecountytoreimbursethePEG
commissioninvolveshavingMPA-TVtape12monthly3-hourmeetings, eachofwhich
willrequireapproximately5hoursofeditingandencodinginordertobroadcast.
Marshallmentionedthatseveralpeopleonthecountyboardareenthusedabouthaving
themeetingstaped. Wrightaddedthatmembersofthecitystaffareenthusedaswell.
Discussionwasheldconcerningthetime-frameastohowsoonaftereachtapingthe
meetingwillaironMPA-TV,andhowoftenthemeetingwillaireachmonth. Brown
estimatedthemeetingwillbereadytoairwithin48hoursaftereachmeetingtakesplace,
andthatthemeetingwillairforaweekeachmonth.
DiscussionwasalsoheldconcerningtheMPA-TVweb-siteandtheformatofeach
monthlycountymeetingvideoastheyaremadeavailableonline. Brownexplainedthat
thewebsiteusesaprogressive-download,andthatatalengthof3-hours,aconcernwas
raisedregardingtheeaseofwhicheachvideowillplay.
LindsuggestedarevampoftheMPA-TVwebsiteregardingdesignandanalternate
formatforthevideo,orpossiblyawebsitelinktoadifferentMPA-TVsitehost,where
thevideoswilldownloadfaster. Lindalsopointedoutthatthesite’s internetconnection
oncellphonesandMacintoshareveryslow.
StandstedtagreedtheMPA-TVwebsiteutilizesoldertechnology, andsuggesteda
differentdomainsuchas “manistee.tv”tohostthecountycommissionvideos. Healso
statedthatthebenefitofofferinginternetavailabilityofMPA-TVvideosisthatitwill
provideameasurementofhowmanypeoplehavewatchedeachvideo.
Wrzesinskiaddedthattheinternetalsoprovidestheoptionof “comment-sections” where
thepubliccanoffertheirviewsandopinionsregardingmeetingtopics.
Theboardagreedthatchangesshouldbemaderegardinginternetavailabilityofvideos.
Brown,whomanagesthewebsite, admittedthathisknowledgeoftheinternetislimited,
andsuggestedthatsomeonewithmoreexpertisetakeovermanagementoftheMPA-
TV’sinternetvideos.
Thediscussiononinternetavailabilitywasunofficiallytabledforalaterdate, asErvin
suggesteddrawingtheboard’sattentionbacktothewordingofthememorandumtothe
countyregardingthetapingandeditingofthecountymeetings.
Bymeeting’sendtheboardagreedthewordingofthememorandumreadasfollows:
ManisteePEGwillprovidemonthlytapingofManisteeCounty
Commissionmeetings, whichincludeson-sitetapingofmeetings,
editingandmasteringforcablecastandinternetdownload.
Meetingwillairon-stationwithin48hoursofmeeting.
Meetingswillrunatleast12timesfollowingthemeeting.
ManisteePEGwillbepaid $5,400toprovidetheseservices
10.1.2013to9.30.2014 (quarterlypayments)
MarshallmadeamotiontoauthorizeStandstedttofinalizeandsignthecontractwith
TomKaminskiatthecounty.SecondedbyWrzesinski.Motionwaspassed.
Standstedtthenpointedouttheextraworkloadthatthetapingofcountymeetingwill
require, andthatBrownshouldbecompensatedfortheextrawork. Brownaddedthathe
willbeearning $250forthetaping,editingandencodingofeachmeeting. However,if
someonewouldstepforwardtotapethemeetingson-site,theywouldbeemployedby
PEGandcompensatedmonthlyatarateof $100,andBrownwouldbecompensated $150
fortheeditingandencoding. Brown’sroleregardingcountymeetingswouldbeasan
independentcontractorthatcanemploysomeonetotapethemeetings.
Ervinsupportedhavingsomeonetapethemeeting,andStandstedsuggestedchanging
Keith’sjob-description.WrightpointedoutthatBrown’scontractwouldneedtobe
updatedandre-worded.
Standstedtsaidthatthere-wordingofthecity’sagreementwithBrown,asExecutive
Director,willneedtobereviewedandmaythenbediscussedatthenextregularly
scheduledmonthlyPEGcommissionmeeting.
Therewasnocitizencomment.
