CITY OF MANISTEE PARKS AND BEAUTIFICATION COMMISSION MINUTES Thursday, October 21,2010 M. S: I SP. Members Present: Lynne Reinhardt, Mark Tomaszewski, Ed Tegler, John Rozga, Wendy Staffeld, Priscilla Rulison, Darci Scott Members Absent: Ben Kubiak Also Present: Gary Niesen, Kathie Boyle, City of Manistee Guest Speakers: Mr. Steve Harold, Manistee County Historical Museum Mr.Jeff Mikula, City Engineer, Abonmarche Mr.Mitch Deisch, City Manager A meeting of the Manistee Parks and Beautification Commission was held on Thursday, October 21,2010 at City Hall - 2° d Floor Conference Room. Meeting was called to order by Chair Lynne Reinhardt at 5: 15 p. m. A Motion by Rozga, second by Tegler to accept the September 9,2010 minutes with attendance change. Gary Niesen was not in attendance at the September meeting. Newest commission member Darci Scott was welcomed to the commission and current members introduced themselves and gave a brief introductory on their role on the commission. Reinhardt introduced our speaker Mr. Steve Harold. Mr. Harold presented the first guest commission with a letter and map regarding placing a half scale model of a schooner built in 1856. Mr.Harold has proposed placing the schooner on the bank of the river walk east of the City Marina office. An interpretive sign would be placed describing the exhibit and its role in history. He believes there would be added security on the river walk. Members thanked Mr. Harold for his presentation. Commission will discuss site at the November 18, 2010 meeting. Mr. Jeff Mikula, City Engineer our next speaker - Mr.Mikula presented the commission with the conceptual plan for pouglas Park. These proposed plans and updates would be funded through a MDEQ grant. The plan shows redoing the street from the Armory to the west - included in this plan are widening the street with possible islands w/dune grass or some type of landscape, or sculptures, etc. The primarily plans have not touched on the landscaping, this work will continue with input from council, staff and commissions. Abonmarche does have a time frame on which we need to get back to them with our comments. Jeff will get plans to Kathie to email or mail to members for their review and comment. A large part of the beach plan includes a new fish cleaning station, new bath house, changing the parking lot and several other great ideas. Mr.Mitch Deisch, City Manager was present to discuss the Northwest corner of North Lakeshore Drive and Fifth Avenue to redevelop back to an "old fashioned" picnic area. Previously a proposed project plan had been submitted by Mr. Ed Teglar breaking down into phases the work that would need to be accomplished. Mitch informed the commission that he had met with DPW Director Jack Garber and had a few cost figures for the project. Phase 1 and 2 should not cost the city a large amount and could possibly be completed by the end of summer (2011).The City Manager discussed the Beach Master Plan for Fifth Avenue which currently does not include the tennis courts. If inembers wish to keep the tennis courts in the plan our wish should be a formal request sent to City Council requesting a change to the Fifth Avenue Beach Master Plan that would retain the courts. OLD BUSINESS Spring Bus Tour -Priscilla Rulison will set up bus tour for next April or May 2011 Trudy will advertise our tour and contact city council, city staff and members of our community, time of tour will be approximately 4: 40 p.m. to 6:00 p.m. Tour will now include M 55 area and the new boat launch at Arthur Street. Kathie & Lynne will work on updating brochure to include these two park updates. NEW BUSINESS Fish Wall - Next year the fish wall will need to be repainted by volunteers paint. Tomaszewski will spray paint fish weather permitting. Keep Michigan Beautiful - Reinhardt reported on a recent conference she attended in Kalamazoo. Lynne submitted on behalf of the City of Manistee Parks and Beautification Commission a presentation to receive an award for our Garden Project. Congratulations to Lynne and all the volunteers associated with the Garden Project. Consensus to adjourn.
