414R 2 2011 CITY OF MANISTEE PARKS AND BEAUTIFICATION COMMISSION MINUTES Thursday, March 17, 2011 5: 15 P.M. Members Present: Mark Tomaszewski, John Rozga, Priscilla Rulison, Darci Scott, Ed Teglar and Chair Lynne Reinhardt Members Absent: Ben Kubiak, Wendy Staffeld —our secretary Wendy Staffeld is on an academic leave for three months. Also Present: Gary Niesen, Kathie Boyle, City of Manistee A regular meeting of the Manistee Parks and Beautification Commission was held on Thursday, 2nd March 17, 2011 at City Hall— Floor Conference Room. Meeting was called to order by Chair Lynne Reinhardt at 5: 15 p.m. Motion by Priscilla, second by Darci to accept the November 18, 2010 minutes and place on file. Motion by Ed, second by Darci to accept the February 24, 2011 minutes and place on file. OLD BUSINESS Bus Tour—Lynne will meet with the City Manager to discuss the tour route. Lynne and Kathie will update the Parks Tour brochure. Logo for the Parks/ Beautification Commission — Ed would like to pursue the idea of our commission having their own logo. Lynne believed that business cards with the city logo and names of all members of the Commission are beneficial. Parks and Recreation Five Year Plan—Review of parks Arthur Street Boat Launch New Beach Plan— w/exception of fish cleaning station Douglas / First Street Beach New construction Duffy Park Still in need of batting cages Fifth Avenue Beach New Beach Plan M- 55 Property Working with Non-Motorized Commission Mack Park: No changes Man Made Lake Delete " acquiring public ownership of the currently leases property Morton Park: Delete T-ball Park, volleyball standards and soccer field Municipal Marina: New Construction Ninth Street Boat Launch No changes North Beach Access Add drinking fountain North Beach Riverwalk Delete acquiring property west of Maple Street Bridge Add picnic tables w/ grills and drinking fountain Red Szymarek Park Delete tennis courts Add angle parking—( remove sidewalk on Fifth Avenue) Delete restrooms— on sheet twice ( restroom facility) Rietz Park No changes Sands Park Delete swimming pool South Riverwalk No changes NEW BUSINESS Phase III Garden Project at Municipal Marina —Lynne presented the commission with a proposal for an addition to the Butterfly & Winter Garden that would complete this area. The marina arboretum would include rhododendrons, dogwood, mixed conifer and hedge yew. This arboretum garden would be something beautiful that we could contribute to the City of Manistee for many years to come. Lynne presented a proposed budget for this project of$ 1, 780. Discussion followed. Motion by Priscilla second, by Ed to move forward with project and to spend $ 100 of the Parks & Beautification budget to proceed. Lynne will continue obtaining other donations. Fifth Avenue Area: Several trees have fallen in the area, specifically around the tennis court area. Ed would like to meet with Jack Garber, Gary Niesen and the City Manager to discuss.
