CITY OF MANISTEE PARKS AND BEAUTIFICATION COMMISSION MINUTES Thursday, March 15 2012 7: 00 P.M. Members Present: Mark Tomaszewski, Priscilla Rulison, Ed Teglar, Darci Scott, Lynne Reinhardt Members Absent: John Rozga, Roger Zielinski, Ben Kubiak Also Present: Gary Niesen, Kathie Boyle Guests: Tom Geoghan A regular meeting of the Manistee Parks and Beautification Commission was held on Thursday, March 2nd 15, 2012 at City Hall— Floor Conference Room. Meeting was called to order by Chair Ed Teglar at 5: 00 p.m. Approval of Minutes. Motion by Scott, second by Rulison to accept the December 12, 2011 minutes and place on file. Motion approved. At this time Chair Teglar turned the meeting over to our guest Tom Geoghan. Mr. Geoghan was in attendance to talk about the " Animal Ordinance" that has been discussed at a City Council work session. Teglar explained to Mr. Geoghan that the City Manager had contacted him and that City Council instructed him to send the issue to the Parks& Beautification Commission for more discussion. The City Manager will have information to our commission for our next meeting on April 19, 2012. Teglar welcomed Reinhardt back to the commission and explained the direction the commission has taken, which is much broader than in the past. CORRESPONDENCE Motion by Scott, second by Tomaszewski to continue membership in the National Recreation and Park Association at a cost of$ 150 per year. Ayes Teglar, Tomaszewski, Rulison, Scott, Reinhardt Motion approved. UNFINISHED BUSINESS. Corresponding Secretary— Motion by Teglar second by Rulison to appoint Scott as the Commission' s corresponding secretary.  Ayes Teglar, Tomaszewski, Rulison, Scott Abstain Reinhardt Motion approved to appoint Scott as corresponding secretary. Consolidation of Parks & Beautification Commission w/ Harbor Commission— Consensus is to leave commissions separate. Teglar will formally notify the City Manager of our decision. 5th Completion of Avenue Picnic & Beach Area — Commission requests a meeting be set up with the City Manager, Gary Niesen, Jack Garber and Ed Teglar to discuss where we are on this project. Teglar will set up meeting w/ the City Manager and also plans on attending a council meeting in April. There are several items remaining that need to be completed and also items on the commission' s wish list. Criteria for Parks & Beautification Projects — The commission has been working on developing criteria to be used when approached by individuals/ groups on projects ( attached). NEW BUSINESS. Signs — Discussed signage for City parks, what should the signs say and where should they be placed. Fifth Avenue, First Street and Arthur Street signs are needed as soon as possible. Butterfly & Winter Garden —Meeting was turned over to Reinhardt to discuss future development of the gardens. Reinhardt read a memo she sent to City Council updating them on this area. Discussion followed stating we need to slow down till we know more about this area as there is talk that this may be developed into a meeting area for boaters and walkers on the Riverwalk. Teglar will attend the April 18th Harbor Commission meeting for more details on the proposed development. All members are welcome to attend. Who has responsibility for completion? 6) How long will project last? —( Lifespan) This is the information the Parks and Beautification Commission needs when a project is presented to them for endorsement to the city council.
