PARKS AND BEAUTIFICATION COMMISSION
MINUTES
MONDAY, DECEMBER 12, 2011
7: 00 P.M.

A regular meeting and Public Hearing of the Manistee Parks and Beautification Commission was held on
Monday, December 12, 2011 at City Hall —Council Chambers. Meeting was called to order by Chair Ed
Teglar at 7: 00 p.m.
Approval of Minutes. Motion by Rozga, second by Scott to accept the October 20, 2011 minutes and
place on file. Motion carried.
PUBLIC HEARING ON COMMUNITY RECREATION PLAN 2012- 2017
The City of Manistee Parks & Beautification Commission has drafted a Community Recreation Plan for
2012 —2017. As of October 25, 2011 copies of the plan have been available for review at City Hall, the
Manistee County Public Library and on the City of Manistee Web Page.
At this time Chairman Teglar turned meeting over to Blakeslee who presented a power point on the
Community Recreation Plan.
Chair Teglar open the meeting to the public for comment on the " Community Recreation Plan".
Mrs. Ludwigson of 274 Third Avenue read a letter from her son David Ludwigson who has two private
parcels on Man Made Lake. Mr. Ludwigson concerns regard property he owns on Man Made Lake, he
feels there is a misleading statement and should be more accurately stated. Another concern with his
private parcels is the" buffer zone" not accurately shown as his lot. Mr. Ludwigson states that it extends
from the water' s edge to the parking lot and would like this to be more accurately indicated.
Commissioners questions were directed to Rose to clarify Mr. Ludwigson' s concerns. After discussion,
commission requested that wording be changed on page 7 and page 69 to address these issues. Wording
on page 7 shall be changed from " the lake" to " previously leased property" and on page 69 add " There is
one remaining privately owned parcel on the lake".
Regarding Mr. Ludwigson concern on his parcels " buffer zone" not being accurately shown, Rose stated
that Abonmarche could illustrate the zone by simply raising the layer on the map to show the extent of
privately owned property.
Motion by Rozga, second by Scott to adapt the City of Manistee Community Recreation Plan 2012 - 2017
with changes to be done by the Community Development office. Motion carried.

NEW BUSINESS.
At this time Chair Teglar turned the meeting over to City Manager Deisch. The City Manager stated the
Council has been looking at the duties of several City Boards and Commission and the possibility of
combing ones with overlapping duties. The City Manager discussed the possibility of combining Parks
Beautification with the Harbor Commission. Deisch ask for the commission to give thought about a
new board with a larger scope. Discussion followed. Members requested a joint meeting with the
Harbor Commission and along with the Council Ordinance Committee be set up to discuss further. The
manager was directed by the board to set up this meeting for mid-to- late January 2012, the manager also
agreed to facilitate the meeting.
The City Manager thanked the commission on the adoption of the Community Recreation Plan as this is a
key document in applying for grants. The City continues to be successful in receiving grants stating two
recent grants; one in the amount of $280, 000 for First Street Beach House and another in the amount of
75, 000 for a new Fish Cleaning Station.
Motion by Scott, second by Rozga to adjourn at 6: 45 p.m.
Next meeting date - a joint meeting with Harbor Commission and City
Council Ordinance Committee will be scheduled for mid to late January
2012. I will contact you when I am notified of date and time.
