CITY OF MANISTEE PARKS AND BEAUTIFICATION COMMISSION MINUTES Thursday, May 17, 2012 5: 00 P. M. Members Present: Mark Tomaszewski, Priscilla Rulison, Ed Tegler, Darci Scott., Lynne Reinhardt, Roger Zielinski Members Absent: Rozga, Kubiak Also Present: Gary Niesen Kathie Boyle Guests: Mitch Deisch, City Manager Jeff Mikula, Abonmarche Jon Rose, Community Development Officer Alan Marshall, City Council Ilona Haydon, City Council Kris Bajtka A regular meeting of the Manistee Parks and Beautification Commission was held on Thursday, May 17, 2012 at City Hall— City Council Chambers. Meeting was called to order by Chair Ed Tegler at 5: 00 p.m. Approval of Minutes. Motion Zielinski, second Scott to accept the minutes of April 19th with corrections. Approval ofMarch 8 Harbor Commission motion to read: Ayes Tomaszewski, Rulison, Rozga, Tegler, Scott, Reinhardt Criteria for Parks & Beautification Projects to read: Motion by Reinhardt, second by Rozga. Motion approved. At this time Chair Tegler turned the meeting over to the City Engineer of record Jeff Mikula. Mr. Mikula was in attendance to update the commission on the new plans for the First Street Beach house. Mikula discussed w/site plans the beach conceptual plans that include the new beach house and fish cleaning station. Fish Cleaning Station The City received $75, 000 from the Great Lake Fishery Trust and the city matched with funding from the Capital Improvement Fund. Bidding has gone out and will be on the city council agenda the first week in June with completion in September. First Street Bath House The City received two grants ( 1) from the MDNR and ( 1) from the Revenue Sharing Board along with Capital Improvement Funds for a total cost$ 500, 000. The new building will be moved down toward the wall after concerns from owner of Lakeshore Motel. Building will be larger than Fifth Avenue Beach house with more amenities. Discussion followed with answers by Mikula, Rose and Deisch Move building to the large pavilion area Restroom facility Covered pavilion w/roof area open to the beach Concession area Grade of shingles Type of roof—metal/ shingles Ice & water shield for shingles— Mikula will confirm w/manufacturer on their recommendation Maintenance/ sand removal Tegler requested from Mikula price on installing footing if City ever wanted to build walls in the future Construction to begin in July UNFINISHED BUSINESS. Animal Ordinance - At the request of City Council the P & B Commission was to make a recommendation on the " Animal Ordinance" specifically dogs on beaches. Motion by Reinhardt, second by Rulison that dogs not be allowed at First Street or Fifth Avenue beaches from Memorial to Labor Day, and at no time on the Riverwalk. Dogs are allowed at the North Beach Access and at Fifth Avenue Beach north of the swim area and parking lot. At all other parks the present rules should remain the same. Commission suggested taking inventory as to where and if "no dogs allowed" signs are installed. Ayes Tomaszewski, Rulison, Tegler, Scott, Reinhardt, Nays Zielinski Update on planting at City Marina— Reinhardt has not heard back from Mr. Post. Update on Lighthouse Park— Reinhardt gave Mr. Bladzik information a company and volunteers. CORRESPONDENCE None NEW BUSINESS. None COMMENTS Rose commented that the Parks & Beautification Commission does not need to endorse the First Street Beachhouse. Motion by Rulison, second by Zielinski to adjourn at 6: 50 p.m. 2nd Next meeting date —June 21, 2012 @ 5: 00 p.m. in the floor conference room.
