MeetingwascalledtoorderbyChairReinhardtat 5:00p.m. Guest TedArensspokeonbehalfoftheUnitedVeteransCouncilandtheirplansforPhaseIIatVeterans MemorialPark. FutureplansincludehandicapaccesstotheRiverwalk, possiblyintegratefishingareas, andbeautify theRiverwalkforfutureplacementofmonuments. Thefirst monument tobededicated wouldbeinremembranceofthecrewoftheUSSLiberty. TimErvinfromAESalsospokeonfundingthatmaybeavailablefromExploretheShoresProgram. Mr. ErvinwillfacilitateameetingonNovember5,2013@10:00a.m.attheMemorialParktobrainstorm ideas - allmembersareinvited. Commissionrequested moreinformation fromUnitedVeteransCouncil beforemakingour recommendations. Mr.ArenswasgiventheP &BCommissioncriteriaformtocompleteandinvitedto ourNovember21meeting. Mikulabelievesthisprojectwouldbenefittheentirecommunity. ApprovalofMinutes OLDBUSINESS ReviewofBylaws Bylawschangeswerereviewed. Motion bySchimke, secondbyScotttoapprove Motionapproved Boylewillpreparecouncilmeetingagendaformandforwardtothe bylawchanges. . CityManagerforcitycouncilapproval. ParksTour ReinhardtdiscussedholdingourannualparkstouratourNovember21meeting. After discussionitwasdecidedtoholdourtourinthespringof2014,atthattimealocationatMortonParkwill bechosentoplantamemorialtreewithplaqueinhonorofJohnRozga. NEWBUSINESS AdoptaPark ReinhardtappointedVasqueztochairasub-committeeforMortonParkScottwillassist oncommittee. Vasquezmayhaveasmanymembersasneededbutonlythreewillvote, recommendationsarerequestedat ourMarchmeeting. Zielinski & Schimkeareinvestigatingother communitieswithadoptaparkprogram. ZielinskifoundtheCityofAlpenatohavethebestinformation packethoweverdidhaveinformationfromsevencommunities. COMMENTS Zielinskiwasverydisappointedhewasnotinformedwhenpaintingofthefishwallwas done. TheManisteeNewsAdvocatestateditwasaParks & BeautificationProjectandfeltthemembers shouldallhavebeencontacted. VasquezagreedwithZielinskionthelackofnoticetomembers, shealso believestheadoptaparkprogramshouldnothavebeenmentionedinthenewsarticlesinceitisstillinthe earlystages. Reinhardtexplaieautification notParks & Beautification Commission. ZielinskiwouldliketoinviteMr.TimErvintoournextmeetingtodiscusspossiblefundingforadopta park. Tegleraddressedtheannualreporttocouncilstatingthatwhatwasprovidedtocouncilwasnotwhathe prepared, alsowhathasbeendoneonchangingtheordinanceregardingthechairbeingacityresident. Hehasrequestedrepeatedlythisbeaddressed. UPDATES MikulainformedthecommissiononactivitiesbeingaccomplishedbyandintheParks Department Restroomsclosedfortheseason Sprinklingsystemsblownoutandturnedofffortheseason. Snowfencebeingputupatthebeaches ConcretepadshavebeenpouredunderbleachesatvariousparkswiththeexceptionofMackPark whichwillbecompletedinthespringof2014. ToredownoldconcessionstandatFirstStreetBeach Iceskatingrink Niesen & Mikulaareworkingonadifferentconcepts. HowevertheTeen CenterBoardwouldliketoweighinonthisplan. FirstStreetLionsArea constructionhasstartedonnewmainpavilion. RotaryClubhasre-staineddeckatFirstStreetBeach. RoundaboutArea currentlynoplans ,howeverdunegrasswasreplanted.
