MINUTES
Thursday, September 19, 2019
Members Present: Kipp Pomranky, Mark Tomaszewski, Lani Rozga, Tim O’Connor
Members Excused: Tom Swedenborg
Also Present: Kathie Boyle – City of Manistee
A regular meeting of the Manistee Parks Commission was held on Thursday, September 19,
2019 at City Hall 2nd floor conference room. Meeting was called to order by Vice-Chair Lani
Rozga at 5:50 p.m.
Approval of Agenda
Motion by Pomranky, second by Tomaszewski to approve agenda. All in favor.
Citizen Public Comment
None
Approval of Minutes
July 18, 2019 will be approved at next meeting.
Correspondence
None
Committee Reports
O’Connor reported the defibrillators and cabinets will be installed at both beaches next spring.
Police and Fire departments have given their approval on this project. O’Connor is donating the
equipment on behalf of the Parks Commission in memory of his father Bruce O’Connor.
Old Business
• Beach Safety Signs – Installed by the DPW
New Business
• Sidewalk Rotary Gazebo – Rotary and Manistee Community Foundation grant provided
financing and was constructed by the Department of Public Works.
• Riverwalk Repair – Completed
• Arthur Street Retaining Wall – Completed
• Beach Concession Stands – Both First Street and Fifth Avenue concession stands
contract expired September 2019. City will advertise for vendors. Commission would
like to review the specifications at a future meeting.
• First Street Tennis Courts – Being designed with a spring construction.
• North Riverwalk – Approximately $250,000 is needed to upgrade the riverwalk. Safety
concerns are becoming a hazard with the walkway – City may consider closing until
repairs are made.
Items Discussed
Friends of the Library have installed “take a book - leave a book” stands at three parks – Duffy,
Reitz and City Marina. Their committee maintains the stands.
Pomranky will again chair a “Broomball Tournament” tentative date 3rd weekend in January
2020 at the skating rink.
Fifth Avenue Beach House –upgrades are needed at this facility. What would it take to set the
vendor up for success?
The First Street Tennis Courts – Discussed adding lines on the courts for pickle ball –
commission requests reviewing the design.
O’Connor will spearhead a fund raiser to install shuffleboard courts at 5th Avenue beach.
Tentatively having the courts available in 2020 or 2021. Project would be totally funded by
O’Connor’s volunteers then dedicated to the City of Manistee.
O’Connor observed signs in another communities that allow dogs on beaches at certain times,
i.e. “No dogs on beaches between the hours of 11:00 a.m. – 5:00 p.m.” this would allow the
City to be an even more dog friendly town.
Annual Parks Tour will be held Wednesday, October 9, 2019. Dial a Ride will pick up members
at 5:00 p.m. on the Water Street side of City Hall. Boyle to invite City Manage and Council and
have Mikula facilitate tour. Boyle to invite Mark Fedder from the Museum to the tour as he is
knowledgeable about the history of our facilities.
Motion by Rozga, second by O’Connor to adjourn at 6:30 p.m. All in favor.
Next meeting date – Annual Parks Tour on Wednesday, October 9, 2019 at 5:00
p.m. Dial-A-Ride will pick members on Water Street.
