MINUTES
Thursday, December 17, 2020

Present: Kathie Boyle, Mickey McCann, City of Manistee
A regular meeting of the Manistee Parks Commission was held on Thursday, December 17, 2020
at 5:30 p.m. by zoom and tele-conferencing.
Meeting was called to order by Chair Tim O’Connor at 5:39 p.m.
Approval of Agenda
Motion by O’Connor, second by Rozga to approve agenda. All in favor.

Approval of Minutes
Motion by Brooks, second by Rozga to approve November 19, 2020 minutes and place on file.
All in Favor.

Committee Reports
Oele will discuss in old business.
Old Business
Disc Golf – Oele updated the commission on where we’re at in this process. Discussed individual
areas where most work is needed. Oele & volunteers did what they could accomplish earlier this
month. The Jaycees have volunteered to assist this spring. Members asked to volunteer – Oele
will email work schedule. We’re on schedule for spring 2021, park is completed everyone will be
able to view completely around First Street Beach area. A work session with the City Council has
been scheduled for January 12, 2021 to notify council details of the disc golf project. All members
are encouraged to attend. Members feel biggest issue if fund raising – we need to involve local
businesses, entrepreneurs, and others. This is a positive project that would be used and could
bring in children’s tournaments which helps boost our economy.
Members thanked Oele for all the work he has accomplished on this project.
New Business
Fees for Rentals and Parking – Believe we are missing out on income for the City. An ad-hoc
committee of O’Connor, Rozga and Brooks was formed to discuss options.
Parks Commission Role – After discussion with Jeff Mikula feel like we’re on the right track.
Items Discussed
Oele will send members link from the City Council work study on December 15, 2020.
Brooks thanked O’Connor & Oele for the nice letter sent to City Council.
What type of work was being done at 5th Avenue? North Beach Access repair.
New hotel development at First Street Beach – need to stay on top of project. How will it impact
our beaches and parking? Willing to assist the City in every way that maybe needed. Invite Mikula
to January’s meeting to discuss project. Consensus of commission to be more involved.
Bylaws have been submitted to City Attorney for review
Motion by O’Connor, second by Swedenborg to adjourn at 6:45 p.m. All in favor.
