CITY OF MANISTEE PARKS COMMISSION MINUTES Thursday, March 18, 2021 Members Present: Lani Rozga, Tim O’Connor, Tom Swedenborg, Bob Brooks, Ron Pomranky, Tom Oele Members Excused Mark Tomaszewski Present: Jeff Mikula, Kathie Boyle, Mickey McCann - City of Manistee A regular meeting of the Manistee Parks Commission was held on Thursday, March 18, 2021 at 5:30 p.m. remotely as authorized by the Open Meetings Act (MCL 15.263a). Meeting was called to order by Chair Tim O’Connor at 5:35 p.m. Approval of Agenda Motion by Brooks, second by Pomranky to approve agenda. All in favor. Public Hearing N/A Citizen/Public Comments N/A Approval of Minutes Motion by Pomranky, second by O’Connor to approve February 18, 2021 minutes and place on file. All in Favor. Correspondence Oele discussed disc golf project with a contractor who is very interested in assisting in construction. Committee Reports Disc Golf – Oele updated commission on plans to schedule a volunteer weekend to start cleaning up area. Oele will set date and advise members, weather permitting projected date mid-April. News Advocate will be interviewing Oele to clear up misinformation regarding disc golf course. Eagle 101.5 is willing to create promotional information for a discount and donate public awareness. Rozga submitted grant application to Consumer Energy, should know if we received grant by March 31, 2021. If denied, we will need to go out for sponsorship and fund raising. Realistic goal date is July 4th include a ceremony and ribbon cutting. Parks Reservation System – O’Connor & Mikula scheduled zoom meeting to discuss laying out foundation. This will need to go before City Council. Expectantly by next year will have proposal in place. Old Business Parks Commission Shirts - O’Connor waiting on members for their shirt size so he can place order. Bylaws Update – City Attorney advised commission that all City Commission Bylaws have the same format. We need to redo in same style – City Attorney will review after changes are made then it can be sent to City Council for approval. New Business First Street Beach Vendor – Mikula contacted current vendor who is still under contract, they are still interested. They have a credible plan on how to better operate this summer. Going back to how they ran it in the past. City did not terminate their contract. Parks Budget – Mikula described how the budgeting process works within the City. It is not part of the commission to be included in the Parks Department actual budget. Commission may make recommendations to Mikula for the budget. Presentation to Council – O’Connor would like to set up monthly meeting with Council instead of a yearly meeting. Mikula advised that at the October Report to Council meeting is actually a very good time – as it is before budgeting process begins the following February/March. Spring Cleanup of Parks – Will schedule a “Cleanup your City parks” day in May – will include information when Oele meets with the News Advocate. Items Discussed Lions Pavilion - Same as all City parks cannot be reserved - first come first serve. Reminder to visit your assigned park and report at next meeting. Disc Golf Area – Mikula will have surveyor mark southside of property. Adopt a Park – Need to review program and post on Friends of City Parks facebook page. Boyle to send Pomranky list of volunteers who have adopted a park. Motion by Brooks, second by Pomranky to adjourn at 7:15 p.m. All in favor.
