MINUTES
Thursday, November 19, 2021

Present: Kathie Boyle - City of Manistee
A regular meeting of the Manistee Parks Commission was held on Friday, November 19, 2021, at
5:30 p.m. at City Hall 3rd floor Council chambers.
Meeting was called to order by Chair Tim O’Connor at 5:35 p.m.
Approval of Agenda
Motion by Brooks, second by Laskey to approve agenda. All in favor.
Public Hearing
N/A
Citizen/Public Comments
Jane Sievert spoke on her volunteer work at the winter/butterfly garden, she is asking to replace
at least a half dozen shrubs. Mrs. Sievert was directed to put together a list of requested shrubs
with projected costs. Bring back to commission and Mikula before proceeding. Rozga
recommended she submit an “Adopt a Park Program” form. Commission thanked Mrs. Sievert
for all her work.
Approval of Minutes
Motion by Greve, second by O’Connor to approve September 16, 2021, minutes. All in favor.
Correspondence
Brandon Jensen owner of Rightside Design Group is working with the Manistee County Visitors
Bureau on the continued development of historic sites. Mr. Jensen requested to be put on the
December 16, 2021, agenda to inform commission of their plan/designs for Douglas Park.
Committee Reports
Brooks reported on conditions at 5th Avenue Beach; lots of fisherman, beach house still open.
Manmade parking lot has quite an amount of litter and needs trash cleaned up.
Old Business
County Wide Recreation Plan. Motion by O’Connor, second by Brooks to approve plan to include
the non-motorized park. All in Favor.
New Business
2022 Meeting Dates. Motion by Rozga second by Brooks to approve 2022 meeting dates and
time. All in Favor.
Roundtable Discussion
Greve – What exactly does the Parks Commission do? What do we accomplish? O’Connor
explained process. We believe we’re responsible to our citizens and are heading in the right
direction.
Laskey – Dog Park at Morton Park let’s make sure this is done right and include a water trough
let’s make sure it’s a dog park not a dog run.
O’Connor – Morton Park - where we are at in the process of new playground equipment. He’ll
contact Mikula to check on the status. Instead of updating Morton Park could we spend the
$35,000 at a different park, will check with Mikula. The DPW needs to step up, he believes City
Council is on board and we should continue to update council on the direction of commission.
Parks Commission report to council in October went extremely well. We have a lot of work to do
and need to move forward. Let’s make 2022 better than 2021.
O’Connor asked if members were having issues with their email (no) When emails are sent from
O’Connor, please verify back that you have received it.
Riverwalk is open and contractor did an outstanding job.
Motion by Brooks, second by Rozga to adjourn at 6:35 p.m.
Next meeting date – December 16, 2021 @ 5:30 p.m. at City Hall, 3rd Floor Council
Chambers.
