MANISTEE CITY PLANNING COMMISSION Meeting of Thursday, October 1, 2015 7:00 p.m. - Council Chambers, City Hall, 70 Maple Street, Manistee, Michigan AGENDA I Call to Order II Roll Call III Approval of Agenda At this time the Planning Commission can take action to approve the October 1, 2015 Agenda. IV Approval of Minutes At this time Planning Commission can take action to approve the September 3, 2015 meeting Minutes. V Public Hearing VI Public Comment on Agenda Related items VII New Business PC-2015-04 - Jim Snellenberger, Kim Cogle, 381 Sixth Street – Accessory Structure Architectural Compatibility Jim Snellenberger and Kim Cogle would like to remove their existing detached garage and construct a new garage (accessory structure that would not exceed 24 feet in height). Under Section 515.D of the Zoning Ordinance Mr. Snellenberger and Ms. Cogle are requesting a higher structure to achieve architectural compatibility with the principal building. The Ordinance limits accessory buildings to 18 feet in height. At this time the Planning Commission could take action to approve/deny the request from Jim Snellenberger and Kim Cogle to allow the construction of an accessory structure not to exceed 24 feet in height to achieve architectural compatibility with the principal building as allowed under section 515.D of the Zoning Ordinance. Schedule Meeting/Worksession Dates 2016 The Manistee City Planning Commission generally holds their regular business meetings on the first Thursday of each month and worksessions on the third Thursday of the month. These meetings are held in Council Chambers, City Hall, 70 Maple Street, Manistee Michigan at 7:00 pm. Staff has prepared a list of meeting/worksession dates for 2016 for the Commissioners consideration. Maps – Master Plan Update County Planner Rob Carson prepared draft maps for the Master Plan Update for the Commissioners to review. At this time the Commissioners will review and finalize the maps for the Master Plan Update. X Correspondence At this time the Chair will ask if any correspondence has been received to be read into the record. Meeting was called to order at 7:00 pm by Chair Yoder Roll Call: Members Present: Maureen Barry, Judd Brown, Ray Fortier, Marlene McBride, Mark Wittlieff, Roger Yoder Members Absent: Vacancy Others: Denise Blakeslee (Planning & Zoning Administrator) APPROVAL OF AGENDA Motion by Maureen Barry, seconded by Judd Brown that the agenda be approved with adding under New Business Relocation of original rocket structure currently located at Douglas Park. With a Roll Call vote this motion passed 5 to 0. Yes: Barry, Brown, Fortier, McBride, Yoder No: None Commissioner Wittlieff entered the meeting. APPROVAL OF MINUTES Motion by Ray Fortier, seconded by Judd Brown that the minutes of the August 8, 2015 Planning Commission Meeting be approved as prepared. Yes: Fortier, Barry, Brown, McBride, Wittlieff, Yoder No: None PUBLIC HEARING None City of Manistee Planning Commission Meeting Minutes of September 3, 2015 Page 1 PUBLIC COMMENT ON AGENDA RELATED ITEMS None NEW BUSINESS PC-2015-02 - Carl & Christine McKee/Thomas & Gaynell Tomaszewski – Parcel Split and Combination Request A request has been received from Carl & Christine McKee and Thomas & Gaynell Tomaszewski for a Parcel Split and Combination. The McKee’s own the home at 433 Elm Street parcel 51-340-717-01 and wish to split the east 60 feet of their parcel which will then be combined with the Tomaszewski’s property at 486 Bryant Avenue parcel 51-340-717-07. Since the property has an accessory structure located on it, it must be combined with the Tomaszewski’s property. MOTION by Ray Fortier, seconded by Mark Wittlieff that the Planning Commission recommend to City Council to approve the request from Carl & Christine McKee and Thomas & Gaynell Tomaszewski for a Parcel Split and Combination that would split the east 60 feet of the McKee’s parcel 51-340-717-01 which will then be combined with the Tomaszewski’s parcel 51-340-717-07. With a Roll Call vote this motion passed 6 to 0. Yes: Wittlieff, Fortier, Barry, Brown, McBride, Yoder No: None PC-2015-03 - James & Anna Miller and David & Cynthia Hutton - Parcel Split and Combination Request A request has been received from for a Parcel Split and Combination from James & Anna Miller and David & Cynthia Hutton. The Miller’s own the home at 250 Freemont Street parcel 51-274-708-01 and wish to split the west 8 feet of their parcel which will then be combined with the Hutton’s property at 277 Second Avenue parcel 51-274-708-03. MOTION by Mark Wittlieff, seconded by Marlene McBride that the Planning Commission recommend to City Council to approve the request from James & Anna Miller and David & Cynthia Hutton for a Parcel Split and Combination that would split the west 8 feet of the Miller’s parcel 51-274-708-01 which will then be combined with the Hutton’s parcel 51-274-708-03. With a Roll Call vote this motion passed 6 to 0. Yes: Fortier, Barry, Brown, McBride, Wittlieff, Yoder No: None Relocation of original Rocket Structure currently located at Douglas Park. The Parks Commission has been trying to determine what to do with the original rocket slide structure located at Douglas Park. This structure cannot be moved and reused as playground equipment since it does not meet current safety standards. The structure has been an icon for many generations of City of Manistee Planning Commission Meeting Minutes of September 3, 2015 Page 2 children in the community and various ideas have been suggested for the structure. Once decommission the slide will be removed and the structure will be secured. At their May meeting the Parks Commission made a recommendation to City Council to relocate the rocket structure to the round-a-bout (see attached memo). Since the structure exceeds 18 feet in height, staff is asking the Planning Commission to consider approving the relocation of the rocket structure to any City owned property. This would allow the relocation to another site in the event that City Council does not approve the round-a-bout location. MOTION by Mark Wittlieff, seconded by Judd Brown that the Planning Commission approves the relocation of the rocket structure to another city owned property since it exceeds the 18 foot height limitation. With a Roll Call vote this motion passed 6 to 0. Yes: Wittlieff, Fortier, Barry, Brown, McBride, Yoder No: None The Planning Commission would prefer a different location than the round-a-bout for the structure to be relocated. OLD BUSINESS None PUBLIC COMMENTS AND COMMUNICATIONS None CORRESPONDENCE Commissioners received a copy of the Understanding Tourism for Michigan Communities Workshop being held on September 17th. STAFF/SUB-COMMITTEE REPORTS Denise Blakeslee, Planning & Zoning Administrator – The County Planner will be at the September Worksession. We will begin reviewing maps for the Master Plan update and discuss the process to complete the plan. MEMBERS DISCUSSION Commissioner Wittlieff said he would like to see applicants attend the meetings when they have a request before the Commission. Meeting was called to order at 7:05 by Vice Chair Fortier Roll Call: Members Present: Maureen Barry, Ray Fortier, Marlene McBride Members Absent: Judd Brown (excused), Mark Wittlieff (excused), Roger Yoder (excused), vacancy Others: Rob Carson (County Planner) and Denise Blakeslee (Planning & Zoning Administrator) ITEM Master Plan Update – A tentative timeline was established for moving forward with updating the Master Plan: October 1 - Commissioners final review of draft maps October 15 - Public Input Session (Charrette) November 5 - Prepare Goals and Strategies November 19 - Commissioners review of Draft Plan December 3 - Release Draft Plan for public input Master Plan Maps – County Planner Rob Carson reviewed draft maps with the Commissioners in attendance. Staff will work on getting additional data to Mr. Carson for Rentals and Brownfield sites. The Commissioners will finalize their review of the maps at the October 1 Meeting. Mr. Carson will update the maps so they can be used at the Charrette on October 15th.
