A regular meeting of the City of Manistee Planning Commission was called to order by Chair Mark Wittlieff
on Thursday, March 7, 2024, at 7:00 p.m. in the City Hall Council Chambers, 70 Maple Street followed by
the Pledge of Allegiance.
PRESENT: Michael Szymanski, Pamela Weiner, Shelly Memberto, Marlene McBride, Robert
Slawinski, Roger Yoder, and Mark Wittlieff

Madeleine Lamb, of Johnson Sign Company, presented information on the benefits and challenges of
signage and signage ordinances.
Madelyn Fitzsimmons, owner of Trophies Café, Millennial Décor, and Millennial Booths, spoke about the
unique characteristics of Manistee and the challenges entrepreneurs face as business owners.

• 300 Care Center Drive – Several investors have expressed interest in developing the property with the
possibility of a 55+ housing project or a veterans’ facility.
• 91-99 Arthur Street – Ms. Waldo is in contact with the owners and progress with EGLE has been slow.
• 240 Arthur Street – This issue has been on hold. Ms. Waldo will be following up regarding non-
compliance issues.
• Master Plan – All documents have been signed and submitted for the grant. At April’s meeting
commissioners will be asked to create a priority list for the Master Plan.
• 5th Maple LLC – PUD application is on hold.
• 457 River Street – Outdoor noncompliance issues are being addressed.
PUBLIC COMMENTS AND COMMUNICATIONS
Shayne Machen, 622 Ramsdell Street, introduced herself and is running for 7th District Manistee County
Commissioner.

• Michigan Planner – requested commissioners read article, “Advocating & Planning for
Pedestrians” to be prepared for the Master Plan discussions in April
• April guest speaker – Ms. Laura Heintzelman, Manistee Community Foundation and possibly Mr.
Mark Fedder, Manistee County Museum
Historic District – Ms. Waldo reported on activities of HDC earlier in this meeting.

MEMBERS DISCUSSION
Szymanski inquired about blighted structures scheduled for demolition.
Weiner commented on short-term rentals; asked that copies of the DDA Streetscape Guidebook
be shared with the Planning Commission; and asked about the garage being built on Maple
Street.
McBride asked for status updates on the Rozmiarek buildings on River Street and the
apartments/condos above North Channel Brewery.
Yoder commented on the Northern Hotel property and overhanging brush.
Wittlieff inquired about temporary structures and the site plan review committee; asked
commissioners to keep an eye out for blight and to report those issues; and requested a top 10
list of blight issues.

Executive Summary: The current City of Manistee Master Plan was developed and adopted on August
16, 2016. Per the Michigan Planning Enabling Act, every five years an adopted Master Plan
should be reviewed, and a determination made if an update should occur. The City of
Manistee Planning Commission is recommending a update of the 2016 Master Plan. The City of
Manistee and Housing North have collaborated to apply for the Housing Readiness Incentive Grant in
January 2024 and was awarded the grant in February 2024 in the amount of $33,000.00. Grant #
HRI-2024-82-LEG
Purpose: The intension of this RFP is to obtain a cost estimate for updating the current Master
Plan. The City will assist the Contractor in the Master Plan built around a new format. A goal of
the new Master Plan would be to set out objectives and strategies to manage development and
change over time. A process that defines what is important about the City of Manistee and how its
character and quality can be conserved, improved and enhanced.
County of Manistee: Manistee County is located in the Northwest Lower Peninsula of Michigan. The
County’s 1,281 square miles, of which 58% is water and the remaining is land, has a population
of 25,032 as of the 2020 Census. The population density of Manistee County is 46/square mile.
City of Manistee: Manistee is a city in the state of Michigan. Located in southwestern Manistee County,
it is part of the northwestern Lower Peninsula. Manistee is the county seat of Manistee County, and its
population was 6,259 at the 2020 census. This makes Manistee the fifth-largest city in
Northern Michigan. Manistee is located on an isthmus between Manistee Lake and
Lake Michigan, with the Manistee River bisecting the city as it flows west to the latter. Manistee is
located along US 31, one of the major trunk-line highways of the state.
Structure and Responsibilities: The City Council is the governing body for the City of Manistee.
The council consists of seven members who serve two-year terms. Members are nominated by
district but elected at large by voters. Elections are nonpartisan. It is responsible for hiring
and overseeing the city manager, setting policy and adopting ordinances and resolutions.
The Planning Commission was established under Chapter 250 of the Codified Ordinances and
Chapter 1220 of the Codified Ordinances. Chapter 1222 of the Codified Ordinances addresses the
adoption of the Master Plan. The Planning Commission prepares and adopt physical plans for the
City and reviews development proposals, both private and public as set forth in the Michigan
Zoning Enabling Act, MCL 125.3101 et seq. and the Michigan Planning Enabling Act, MCL 125.3801 et
seq. and acts in an advisory capacity for matters referred by the City Council.
RFP Contents
Responses to this RFP must include:
Brief written introduction.
Firm history, experience, expertise, & current projects.
Team members, including subcontractors, years of experience & areas of expertise.
Summary and hyperlinks to master plans created for other jurisdictions within last 5 years.
Summary and hyperlinks to relevant subcontractors’ work utilized in, public engagement, data
collection and analysis, mapping and graphics, or engineering services.
Detailed description of available strategies to solicit public engagement.
Description of firm's experience, or consultants' experience, with each strategy.
RFP should look to include, but not limited to meeting the following requirements:
The Master Plan should be developed to meet the requirements of the Michigan Planning Enabling Act
(Act 33 of 2008), Michigan Zoning Enabling Act (Act 110 of 2006), and other Michigan laws relating to
the plan, while meeting the needs and desires of the residents of the City of Manistee.
Contractor Facilitation
The Contractor’s Staff will act as a facilitator and plan developer. The Contractor’s Staff will gather data
and work with the City of Manistee Community Development Director, Planning Commission,
and any other department or board necessary to synthesize the information to guide the planning
process and policy. The successful applicant will be the primary point of contact for all questions
regarding the plan development, gathering of data, and meeting facilitation.
Communication
It is expected that Contractor’s Staff will designate a primary point of contact to the Community
Development Director. Contractor’s Staff will attend Planning Commission meetings to disseminate
information, perform analysis through the Planning Commission, review and receive public input, and
perform document review and adoption. It is expected that Contractor Staff will attend four (4) City
Planning Commission meetings, and two (2) Board of Commissioner meetings over the course of the
12–14-month process.

o Pull relevant language and content from existing plan to be utilized in new Master Plan
format
• Attend four(4) City Planning Commission Meetings

An electronic (pdf format) response shall be submitted via email by no later than 4:30 p.m. on Friday,
May 3, 2024

confirm receipt of RFP submittal.

Evaluation & Selection
City Staff and members of the Planning Commission and City Council, boards may evaluate the
responses to the RFP and select a narrowed list of consultants to participate in an interview process.
Proposals shall be evaluated based upon prior relevant experience, knowledge and expertise,
creativity, methodology, Staff capacity, cost, use of partner subcontractors & references.
The City of Manistee is not liable for, nor will it pay any cost incurred by responding firms related to
the preparation of proposals or the interview process.

May - June 2024 — Local review.
May – June 2024 — Interview of consultants.
