A regular meeting of the City of Manistee Planning Commission was called to order by Chair Mark Wittlieff
on Thursday, April 4, 2024, at 7:00 p.m. in the City Hall Council Chambers, 70 Maple Street followed by
the Pledge of Allegiance.
PRESENT: Pamela Weiner, Marlene McBride, Robert Slawinski, Roger Yoder, and Mark Wittlieff
ABSENT: Michael Szymanski and Shelly Memberto
ALSO PRESENT: Community Development Director – Theresa Waldo and Deputy Clerk – Lora Laurain
APROVAL OF AGENDA
MOTION by Slawinski, second by Weiner to approve the agenda as presented.
With a roll call vote this motion passed unanimously.
AYES: Yoder, Weiner, McBride, Slawinski, and Wittlieff

APPROVAL OF MINUTES
MOTION by McBride, second by Yoder to approve the March 7, 2024, Planning Commission meeting
minutes.

CORRESPONDENCE

PRESENTATION/SPEAKER
Manistee County Historical Museum Director Mark Fedder reported on his 2023 Historic District
Commission and museum related activities. Mr. Fedder reviewed local historic projects, reference
materials, certificates of appropriateness issued, and future plans for the Lighthouse and museum building
on River Street.
Ms. Bridget Vanderhoff was not in attendance.

PUBLIC COMMENT ON AGENDA RELATED ITEMS

NEW BUSINESS
City of Manistee Master Plan Request for Proposal (RFP) March 2024 – Ms. Waldo presented and reviewed
the Master Plan RFP. Commission consensus was to change the requirement for attending Planning
Commission meetings from attending 4 meetings to attending at least 4 Planning Commission meetings.
MOTION by Yoder, second by McBride to approve the Master Plan RFP with the change for attending
Planning Commission meetings from attending 4 meetings to attending at least 4 Planning Commission
meetings.
With a roll call vote this motion passed unanimously.
AYES: Yoder, Weiner, McBride, Slawinski, and Wittlieff

OLD BUSINESS
• Master Plan – Ms. Waldo attended the Planning & Zoning Essentials class.
• 314 Sibben Street – permit expires 05/03/2024
• 457 River Street, The Outsider – recent ribbon cutting, patio issues
• Blight – Proposed budget includes funding a 20 hour per week code enforcement official and a 20
hour per week Community Development administrative assistant. Encourage use of See, Click, Fix app.

• Site Plan Review – distributed example site plan review to prepare for upcoming class

• MSUE Class – continuing education class scheduled Monday, April 22, 2024, 5:45 pm, Council
Chambers with dinner included.

Historic District – Theresa Waldo: The Shops at Heritage Square is working on signage design.

MEMBERS DISCUSSION
Yoder inquired about old Mercy Hospital, Wahr Hardware, and Oleson’s properties.
McBride asked about the home being built at Cherry Street and Bryant Avenue.
Weiner inquired about the old car wash on Arthur Street, window posters on River Street, future US 31
reconstruction, and requested to see the cityscape recommendations.
Wittlieff requested the newly hired economic development director be introduced at a future meeting
and commissioners to list their top 10 blight issues in the city; asked about 219 5th Street and about the
possibility of Planning Commission members receiving compensation in the future.

MOTION by Slawinski, second by Yoder to adjourn the meeting at 8:05 p.m.
