MANISTEE CITY PLANNING COMMISSION Meeting of Thursday May 2, 2024 Time: 07:00 PM Eastern Time Location: City of Manistee Council Chambers AGENDA I Call to Order Pledge of Allegiance II Roll Call III Approval of Agenda At this time, the Planning Commission can take action to approve the May 2, 2024, Agenda. IV Conflicts of Interest At this time, the Chair will ask if any members have any conflicts of interest on the approved Agenda. V Approval of Minutes At this time, the Planning Commission can approve the April 4, 2024, Meeting Minutes. VI Correspondence Correspondence has been shared with the Planning Commission and will not be read aloud. VII Presentation/Speaker • Sammie Lukaskiewicz - Executive Director, Manistee County Tourism Authority • Curt Vanderwall – District Representative for Michigan State Representative VIII Public Comment on Agenda Related items All comments and handouts from the speaker at the podium will go through the Chair, also there will not be any interaction between the podium and audience. If these rules cannot be followed, the Chair can adjourn the meeting. (A limit of 5 mins to address Planning Commission). XIV Adjournment Page 2 of 2 PROCEEDINGS OF THE PLANNING COMMISSION – APRIL 4, 2024 A regular meeting of the City of Manistee Planning Commission was called to order by Chair Mark Wittlieff on Thursday, April 4, 2024, at 7:00 p.m. in the City Hall Council Chambers, 70 Maple Street followed by the Pledge of Allegiance. PRESENT: Pamela Weiner, Marlene McBride, Robert Slawinski, Roger Yoder, and Mark Wittlieff ABSENT: Michael Szymanski and Shelly Memberto ALSO PRESENT: Community Development Director – Theresa Waldo and Deputy Clerk – Lora Laurain APROVAL OF AGENDA MOTION by Slawinski, second by Weiner to approve the agenda as presented. With a roll call vote this motion passed unanimously. AYES: Yoder, Weiner, McBride, Slawinski, and Wittlieff NAYS: None CONFLICTS OF INTEREST None APPROVAL OF MINUTES MOTION by McBride, second by Yoder to approve the March 7, 2024, Planning Commission meeting minutes. With a roll call vote this motion passed unanimously. AYES: Yoder, Weiner, McBride, Slawinski, and Wittlieff NAYS: None CORRESPONDENCE None PRESENTATION/SPEAKER Manistee County Historical Museum Director Mark Fedder reported on his 2023 Historic District Commission and museum related activities. Mr. Fedder reviewed local historic projects, reference materials, certificates of appropriateness issued, and future plans for the Lighthouse and museum building on River Street. Ms. Bridget Vanderhoff was not in attendance. | Page 1 PROCEEDINGS OF THE PLANNING COMMISSION – APRIL 4, 2024 PUBLIC COMMENT ON AGENDA RELATED ITEMS None. NEW BUSINESS City of Manistee Master Plan Request for Proposal (RFP) March 2024 – Ms. Waldo presented and reviewed the Master Plan RFP. Commission consensus was to change the requirement for attending Planning Commission meetings from attending 4 meetings to attending at least 4 Planning Commission meetings. MOTION by Yoder, second by McBride to approve the Master Plan RFP with the change for attending Planning Commission meetings from attending 4 meetings to attending at least 4 Planning Commission meetings. With a roll call vote this motion passed unanimously. AYES: Yoder, Weiner, McBride, Slawinski, and Wittlieff NAYS: None OLD BUSINESS • Master Plan – Ms. Waldo attended the Planning & Zoning Essentials class. • 314 Sibben Street – permit expires 05/03/2024 • 457 River Street, The Outsider – recent ribbon cutting, patio issues • Blight – Proposed budget includes funding a 20 hour per week code enforcement official and a 20 hour per week Community Development administrative assistant. Encourage use of See, Click, Fix app. PUBLIC COMMENTS AND COMMUNICATIONS None. STAFF/BOARD REPORTS Community Development Director /Planning and Zoning - Theresa Waldo • Site Plan Review – distributed example site plan review to prepare for upcoming class • Guest Speakers – Curt Vanderwal and Sammie Lukaskiewicz • MSUE Class – continuing education class scheduled Monday, April 22, 2024, 5:45 pm, Council Chambers with dinner included. • MSHDA Conference • MI Association of Planning - Books: Planning & Zoning Essentials, Site Plan Review, Zoning Ordinances A-Z, and Managing Risk Historic District – Theresa Waldo: The Shops at Heritage Square is working on signage design. | Page 2 PROCEEDINGS OF THE PLANNING COMMISSION – APRIL 4, 2024 MEMBERS DISCUSSION Yoder inquired about old Mercy Hospital, Wahr Hardware, and Oleson’s properties. McBride asked about the home being built at Cherry Street and Bryant Avenue. Weiner inquired about the old car wash on Arthur Street, window posters on River Street, future US 31 reconstruction, and requested to see the cityscape recommendations. Wittlieff requested the newly hired economic development director be introduced at a future meeting and commissioners to list their top 10 blight issues in the city; asked about 219 5th Street and about the possibility of Planning Commission members receiving compensation in the future.
