1. Call to Order
Present: 7- Brey, Vanderkin, Koski, McDaniel, Reed-Kadow, Alfred and Reckelberg
Absent: 1- Nickels
2. Bids for Rahr-West Art Museum Elevator Addition, Project #WB-21-26
City Clerk reported having received two (2) e-bids. Same were opened
and accepted online through Quest, and are as follows:
Mike Koening Construction Co., Inc., Bid Bond, $1,247,560.00
Alliance Construction & Design, Bid Bond, $1,371,712.00
Moved by McDaniel, seconded by Reckelberg, to refer the bid to the Director of
Public Infrastructure for tabulation and recommendation. The motion carried by
the following vote:
Aye: 7- Brey, Vanderkin, Koski, McDaniel, Reed-Kadow, Alfred and Reckelberg
3. Agreement with Highway Landscapers, Inc. to supply and plant trees at 8th St.
from Washington to Jay & York to Chicago Sts., for a contract price of $22,655.00
Moved by Reckelberg, seconded by McDaniel, to enter into the agreement. The
motion carried by the following vote:
Aye: 7- Brey, Vanderkin, Koski, McDaniel, Reed-Kadow, Alfred and Reckelberg
4. Change Orders
None
5. Pay Estimates, Various Engineering/Public Works Projects
City Clerk submitted the following City Engineer's estimates for approval
and payment
AECOM, Former Town of Newton Gravel Pit, Est. #4, $74,338.20
Vinton Construction Company, 2021 River Point Development Phase

Moved by McDaniel, seconded by Reckelberg, to approve the payments. The
motion carried by the following vote:
Aye: 7- Brey, Vanderkin, Koski, McDaniel, Reed-Kadow, Alfred and Reckelberg
6. Contractor's Payroll Affidavits
None
7. Adjournment
Moved by Reckelberg, seconded by Vanderkin, that this meeting be adjourned at

Pursuant to Section 19.84(2) and (3) of the Wisconsin Statutes, notice is hereby
given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility.
This meeting is being conducted both in Council Chambers at City Hall and via Zoom
to maximize opportunities for residents to attend. Members of the public may call to

The above governmental body will meet to discuss and possibly take action on the
