1. Call to Order
Present: 6- Vanderkin, Koski, McDaniel, Reed-Kadow, Alfred and Reckelberg
Absent: 2- Nickels and Brey
2. Noxious weed appeals
21-0839 Noxious Weed Assessment Appeal for Property Located at 905 Washington St.
City Attorney Kathleen McDaniel stated the Board reviewed the letter and
pictures.
The property owner explained she owned the property for 36 hours before
the removal of the weeds.
Billy Hutterer verified the letter was sent to the previous owner about the
noxious weed violation due to the timing of ownership change.
Moved by Koski, seconded by McDaniel, to grant the request and repeal the
assessment. The motion carried by the following vote:
Aye: 6- Vanderkin, Koski, McDaniel, Reed-Kadow, Alfred and Reckelberg
21-0871 Noxious Weed Assessment Appeal for Property Located at 1718 Michigan Ave.
City Attorney Kathleen McDaniel stated the Board reviewed the letter and
pictures.
Director of Public Infrastructure Dan Koski explained the timing issue of the
grass cutting violation.
City Attorney Kathleen McDaniel gave an overview of the violation timeline
and the issue with the contractor not cutting the grass within a timely
manner.
Moved by McDaniel, seconded by Reckelberg, to grant the request and repeal
the assessment. The motion carried by the following vote:
Aye: 4- Vanderkin, Koski, McDaniel and Reckelberg

3. Change Orders
City Clerk submitted the following City Engineer's estimate for approval
and payment
Highway Landscapers Inc., CO #1 for 2021 8th Street-Washington to
Jay & York to Chicago Streets Installation of Trees, Grates and Planters,
WS-21-14, +$13,500.00
Note: when the change order was prepared it contained a typo. This
updated change order reflects the correct amount
Moved by Alfred, seconded by Koski, to approve the change order. The motion
carried by the following vote:

4. Pay Estimates, Various Engineering/Public Works Projects
City Clerk submitted the following City Engineer's estimates for approval
and payment
Vinton Construction Company, South 30th Street Reconstruction,
WS-21-8, Est. #4, $301,000.60
Vinton Construction Company, Concrete Paving II - Custer Street
Recon (CDBG), WS-21-2, Est. #4, $300,761.93
JT Engineering Inc, Manitowoc SIP Signal Design, Est. #6, $44,534.46
Strand Associates Inc, South 14th Street Pumping Station, Est. #4,
$7,135.72
Vinton Construction Company, 2021 Concrete Paving II - Custer
Street Recon, WS-21-17, Est. #3, $91,651.70
Vinton Construction Company, 2021 N 8th Street New Sidewalk,
WS-21-16, Est. #1, $62,453.24
Moved by Reckelberg, seconded by Reed-Kadow, that these payments be
approved. The motion carried by the following vote:

Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility.
This meeting is being conducted both in Council Chambers at City Hall and via Zoom
