1. Call to Order
Present: 7- Brey, Vanderkin, Koski, McDaniel, Reed-Kadow, Reckelberg and Lynch
Absent: 1- Nickels
2. Bids for 2022 Epoxy Painting - Pavement Marking Program, Project #WS-22-9
City Clerk reported having received one (1) e-bid. Same was opened and
accepted online through Quest, and is as follows:
Century Fence Co., Bid Bond, $206,931.05
Moved by McDaniel, seconded by Lynch, to refer the bid to the Director of Public
Infrastructure for tabulation and recommendation. The motion carried by the
following vote:
Aye: 7- Brey, Vanderkin, Koski, McDaniel, Reed-Kadow, Reckelberg and Lynch
3. Bids for 2022 Sewer Re-Lining, Project #WU-22-7
City Clerk reported having received two (2) e-bids. same were opened and
accepted online through Quest, and are as follows:
Insituform Technologies USA, LLC, Bid Bond, $508,212.70
Visu-Sewer, Bid Bond, $540,473.20
Moved by McDaniel, seconded by Reckelberg, to refer the bids to the Director of
Public Infrastructure for tabulation and recommendation. The motion carried by
the following vote:

4. Bids for Auto Lock Installation at Park Restroom Facilities, Project #WB-22-17

City Clerk reported having received three (3) e-bids. Same were opened

Moved by McDaniel, seconded by Reckelberg, to refer the bids to the Director of
Public Infrastructure for tabulation and recommendation. The motion carried by
the following vote:

6. Bids for 2022 Lincoln Park Zoo Mountain Lion Exhibit Design & Build Re-Bid,
Project #WB-22-16R
Parks and Recreation Division Manager Curt Hall explained the bids not
having a base bid total due to the design feature of the bid requirement.
City Clerk reported having received one (1) e-bid. Same was opened and
accepted online through Quest, and is as follows:
Ayres Associates, Bid Bond
Moved by McDaniel, seconded by Reed-Kadow, to refer the bid to the Director of
Public Infrastructure for review and recommendation. The motion carried by the
following vote:

7. Agreement with Mulch Express of Wisconsin for furnishing and installing wood
chips for 15 City Parks, 2 Flowerbeds, and 2 Islands at S. 26th & Calumet for a
contract price of $12,450.00, AGMT-22-06
Moved by McDaniel, seconded by Koski, to enter into the agreement. The motion
carried by the following vote:
Aye: 7- Brey, Vanderkin, Koski, McDaniel, Reed-Kadow, Reckelberg and Lynch
8. Agreement with Patriot Fence and Construction, LLC for repairs to fencing at
Lincoln Park and Fleetwood Park for a contract price of $5,495.00, AGMT-22-07
Moved by McDaniel, seconded by Reckelberg, to enter into the agreement. The
motion carried by the following vote:

9. Agreement with Schaus Mechanical for furnishing and installing metal
countertops at Silver Creek Concession Stand for a contract price of $8,560.00,

Moved by McDaniel, seconded by Lynch, to enter into the agreement. The motion

10. Change Orders
City Clerk submitted the following change order for approval:
BC Signs & Graphics., CO #1 for Wayfinding Signs throughout City of
Manitowoc, AGMT-22-02, ($1,636.40)
Moved by McDaniel, seconded by Reckelberg, to approve the change order. The
motion carried by the following vote:

11. Pay Estimates, Various Engineering/Public Works Projects
City Clerk submitted the following City Engineer's estimates for approval
and payment:
Mike Koening Construction Co. Inc., Rahr-West Art Museum Elevator
Addition and Remodel (CDBG), WB-21-26, Est #4, $81,639.20
Moved by McDaniel, seconded by Reckelberg, that this payment be approved.
The motion carried by the following vote:

given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility.
This meeting is being conducted both in Council Chambers at City Hall and via Zoom
to maximize opportunities for residents to attend. Members of the public may call to
