1. Call to Order
Present: 7- Nickels, Brey, Koski, McDaniel, Reed-Kadow, Alfred and Reckelberg
Absent: 1- Vanderkin
2. Bids for 2022 Concrete Intersection Reconstruction - Cleveland Ave. at Maritime
Dr., Project #WS-22-12
City Clerk reported having received one (1) e-bid. Same was opened and
accepted online through Quest, and is as follows:
Vinton Construction Co., Bid Bond, $89,371.36
Moved by Alfred, seconded by Reckelberg, to refer the bid to the Director of
Public Infrastructure for tabulation and recommendation. The motion carried by
the following vote:
Aye: 7- Nickels, Brey, Koski, McDaniel, Reed-Kadow, Alfred and Reckelberg
3. Bids for 2022 Asphaltic Concrete Paving II - S. 7th St. - Franklin to Madison St.,
Project #WS-22-14
City Clerk reported having received one (1) e-bid. Same was opened and
accepted online through Quest, and is as follows:
Vinton Construction Co., Bid Bond, $1,081,881.19
Moved by Reed-Kadow, seconded by Brey, to refer the bid to the Director of
Public Infrastructure for tabulation and recommendation. The motion carried by
the following vote:
Aye: 7- Nickels, Brey, Koski, McDaniel, Reed-Kadow, Alfred and Reckelberg
4. Agreement #22-05 with RaiseRite for Maritime Drive Bridge to Fill Voids for a
Contract Price of $17,280.00
Moved by Brey, seconded by Reckelberg, to enter into the agreement. The
motion carried by the following vote:

5. Change Orders
City Clerk submitted the following change order for approval:
Scott Siedschlag, CO #1 for Lincoln Park Ash Tree Removal,
AGMT-22-03, Extension of completion date to December 25, 2022
Moved by Reckelberg, seconded by Alfred, to approve the change order. The
motion carried by the following vote:
Aye: 7- Nickels, Brey, Koski, McDaniel, Reed-Kadow, Alfred and Reckelberg
6. Pay Estimates, Various Engineering/Public Works Projects
City Clerk submitted the following City Engineer's estimates for approval
and payment:
Green Bay Pipe & TV, 2022 Televising Miscellaneous Sewers I,
WU-22-5, Est. #1, $35,422.81
JT Engineering Inc, Washington St. & 21st St. Signal Rehabilitation, Est.
#2, $1,398.17
Patriot Fence & Construction LLC, Fencing Repair at Fleetwood and
Lincoln Parks, AGMT-22-07, Est. 1&Fin., $5,495.00
Strand Associates Inc., Stormwater Quality Management Plan, Est. #2,
$4,180.00

Pursuant to Section 19.84(2) and (3) of the Wisconsin Statutes, notice is hereby
given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility.
This meeting is being conducted both in Council Chambers at City Hall and via Zoom
to maximize opportunities for residents to attend. Members of the public may call to
