1. Call to Order
Present: 7- Nickels, Brey, Koski, Reed, Alfred, Reckelberg and Nycz
Absent: 1- Czekala
2. Bids for River Point Drive Fill 2, Project #WO-23-27
City Clerk reported having received two (2) e-bids. Same were opened
and accepted online through Quest, and are as follows:
Vinton Construction Company, Bid Bond, $339,877.14
Advance Construction Inc., Bid Bond, $457,111.75
A motion was made by Nycz, seconded by Reckelberg, to refer the quotes to the
Director of Public Infrastructure for tabulation and recommendation. The motion
carried by the following vote:
Aye: 7- Nickels, Brey, Koski, Reed, Alfred, Reckelberg and Nycz
3. Change Orders
City Clerk submitted the following change orders for approval:
Vinton Construction Company, CO #2-revised for 2023 Asphalt
Paving I, WS-23-4, +$11,005.52
McMahon Associates, CO #1 for Bay Pointe Flood Study, +$1,638.27
A motion was made by Nycz, seconded by Reckelberg, that these change orders
by approved.. The motion carried by the following vote:
Aye: 7- Nickels, Brey, Koski, Reed, Alfred, Reckelberg and Nycz
4. Pay Estimates, Various Engineering/Public Works Projects
City Clerk submitted the following City Engineer's estimates for approval
and payment:

A motion was made by Reckelberg, seconded by Nycz,to approve the payments.
The motion carried by the following vote:

6. Adjournment
A motion was made by Brey, seconded by Nycz, that this meeting be adjourned
at 4:05 p.m. The motion carried by the following vote:

Pursuant to Section 19.84(2) and (3) of the Wisconsin Statutes, notice is hereby
given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility.
This meeting is being conducted both in Council Chambers at City Hall and via Zoom
to maximize opportunities for residents to attend. Members of the public may call to
