1. Call to Order
Present: 8- Nickels, Brey, Koski, Reed, Alfred, Reckelberg, Nycz and Czekala
2. Property Owner Request for Sidewalk Privilege Agreement
23-0915 Request for Sidewalk Privilege Agreement from Paul Metz for properties at 4323
Conroe St. & 315 N. 44th St.
Moved by Reed, seconded by Reckelberg, to approve and refer to the City
Attorney to draft a Sidewalk Privilege Agreement for this property. The motion
carried by the following vote:
Aye: 8- Nickels, Brey, Koski, Reed, Alfred, Reckelberg, Nycz and Czekala
3. Property owner appeal for weed cutting assessment
23-0910 Request to rescind weed cutting assessment for property at 708 Northwood Ct.
Property owner was present to explain their request. After reviewing the
process, the mailing address for the property is different than the property
address; for properties that are not owner-occupied, notices are to be sent
to the mailing address associated with the property owner, this notice was
sent to the property itself.
Moved by Nickels, seconded by Czekala, to rescind this noxious weeds
assessment. The motion carried by the following vote:
Aye: 7- Nickels, Brey, Reed, Alfred, Reckelberg, Nycz and Czekala
Nay: 1- Koski
4. Property owner appeal for forestry nuisance abatement assessment
23-0911 Request to rescind forestry nuisance abatement for property at parcel
823-403-190
Property owner was present to explain their appeal. Board and property
owners discussed the assessment.
Moved by Nycz, seconded by Koski, to deny the request.

Moved by Brey, seconded by Czekala, to amend the motion to reduce the
assessment to one half of the original assessment in the amount of $297.07. The
motion failed by the following vote:
Aye: 4- Brey, Koski, Reckelberg and Czekala
Nay: 4- Nickels, Reed, Alfred and Nycz
Moved by Nycz, seconded by Koski, to deny the request. The motion failed by the
following vote:
Aye: 3- Koski, Reed and Nycz
Nay: 5- Nickels, Brey, Alfred, Reckelberg and Czekala
Moved by Reckelberg, seconded by Brey, to rescind the assessment. The motion
carried by the following vote:
Aye: 5- Nickels, Brey, Alfred, Reckelberg and Czekala
Nay: 3- Koski, Reed and Nycz
5. Change Orders
None
6. Pay Estimates, Various Engineering/Public Works Projects
City Clerk submitted the following City Engineer's estimates for approval
and payment:
Vinton Construction, 2023 Concrete Paving I, WS-23-1, Est. 4,
$969,525.03
RA Smith, Newton Gravel Pit Water Main Extension Phases 2-3, Est. 2,
$38,264.50
Strand Associates, South 19th Pumping Station, Est. 10, $17,308.14
Moved by Brey, seconded by Koski, to approve the pay estimates. The motion
carried by the following vote:
Aye: 8- Nickels, Brey, Koski, Reed, Alfred, Reckelberg, Nycz and Czekala
7. Contractor's Payroll Affidavits
None
8. Adjournment
Moved by Reed, seconded by Czekala, that this meeting be adjourned at 4:52
p.m. The motion carried by the following vote:

given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this
notice that a meeting of the above-referenced will be held at the date, time and
location listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc, or a standing committee of that body, may be present at this meeting
to gather information about the subject matter over which they have decision
making responsibility.
This meeting is being conducted both in Council Chambers at City Hall and via
Zoom to maximize opportunities for residents to attend. Members of the public
