Wednesday, February 7, 2024 4:00 PM Common Council Chambers
1. Call to Order
Present: 8- Nickels, Brey, Koski, Reed, Alfred, Reckelberg, Nycz and Czekala
2. Bids for 2024 South 19th Street Pumping Station Rehabilitation, Project
#WU-24-10
City Clerk reported having received two (2) e-bids. Same were opened
and accepted online through Quest, and are as follows:
Vinton Construction Company, Bid Bond, $1,310,100.00
Mid City Corporation, Bid Bond, $1,515,120.00
A motion was made by Nycz, seconded by Czekala, to refer the bids to the
Director of Public Infrastructure for tabulation and recommendation. The motion
carried by the following vote:
Aye: 8- Nickels, Brey, Koski, Reed, Alfred, Reckelberg, Nycz and Czekala
3. Bids for Rahr West Art Museum Roof Replacement, Project #WB-24-16
Bid date was extended to March 6, 2024
4. Bids for 2024 Asphalt Paving - Lincoln Park Tennis Courts 1, 2, & 3 Repaving,
Project #WS-24-15
City Clerk reported having received one (1) e-bid. Same was opened and
accepted online through Quest, and is as follows:
Vinton Construction Company, Bid Bond, $434,019.90
A motion was made by Brey, seconded by Czekala, to refer the bids to the
Director of Public Infrastructure for tabulation and recommendation. The motion
carried by the following vote:
Aye: 8- Nickels, Brey, Koski, Reed, Alfred, Reckelberg, Nycz and Czekala
5. Bids for River Point Development - Phase 3, Project #WS-24-2
City Clerk reported having received two (2) e-bids. Same were opened
and accepted online through Quest, and are as follows:

A motion was made by Nycz, seconded by Reckelberg, to refer the bids to the
Director of Public Infrastructure for tabulation and recommendation. The motion
carried by the following vote:

6. Change Orders
City Clerk submitted the following five (5) change orders for approval:

A motion was made by Reckelberg, seconded by Nycz, that the change orders be
approved. The motion carried by the following vote:

City Clerk submitted the following City Engineer's estimates for approval
and payment:

A motion was made by Nycz, seconded by Reckelberg, to approve the payments.

A motion was made by Brey, seconded by Nycz, that this meeting be adjourned

given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility.
This meeting is being conducted both in Council Chambers at City Hall and via Zoom
to maximize opportunities for residents to attend. Members of the public may call to
