900 Quay Street City of Manitowoc Manitowoc, WI 54220 www.manitowoc.org Meeting Minutes Board of Public Works Wednesday, February 7, 2024 4:00 PM Common Council Chambers 1. Call to Order Present: 8- Nickels, Brey, Koski, Reed, Alfred, Reckelberg, Nycz and Czekala 2. Bids for 2024 South 19th Street Pumping Station Rehabilitation, Project #WU-24-10 City Clerk reported having received two (2) e-bids. Same were opened and accepted online through Quest, and are as follows: Vinton Construction Company, Bid Bond, $1,310,100.00 Mid City Corporation, Bid Bond, $1,515,120.00 A motion was made by Nycz, seconded by Czekala, to refer the bids to the Director of Public Infrastructure for tabulation and recommendation. The motion carried by the following vote: Aye: 8- Nickels, Brey, Koski, Reed, Alfred, Reckelberg, Nycz and Czekala 3. Bids for Rahr West Art Museum Roof Replacement, Project #WB-24-16 Bid date was extended to March 6, 2024 4. Bids for 2024 Asphalt Paving - Lincoln Park Tennis Courts 1, 2, & 3 Repaving, Project #WS-24-15 City Clerk reported having received one (1) e-bid. Same was opened and accepted online through Quest, and is as follows: Vinton Construction Company, Bid Bond, $434,019.90 A motion was made by Brey, seconded by Czekala, to refer the bids to the Director of Public Infrastructure for tabulation and recommendation. The motion carried by the following vote: Aye: 8- Nickels, Brey, Koski, Reed, Alfred, Reckelberg, Nycz and Czekala 5. Bids for River Point Development - Phase 3, Project #WS-24-2 City Clerk reported having received two (2) e-bids. The motion carried by the following vote: Aye: 8- Nickels, Brey, Koski, Reed, Alfred, Reckelberg, Nycz and Czekala 6. Change Orders City Clerk submitted the following five (5) change orders for approval: Vinton Construction Co., CO #5 & Final for 2023 Concrete Paving Program, WS-23-1, ($68,623.04) Vinton Construction Co., CO #4 & Final for 2023 Asphalt Paving I, WS-23-4, ($72,588.24) Vinton Construction Co., CO #3 & Final for 2023 Asphaltic Concrete Paving II, WS-23-11, +$22,789.95 Vinton Construction Co., CO #2 for 2023 River Point Phase II, WS-23-2, +$58,777.08 Kip Gulseth Construction Co. Inc, CO #1 & Final, 2023 Sanitary Sewer Relay Project, WU-23-8, ($4,552.03) A motion was made by Reckelberg, seconded by Nycz, that the change orders be approved. The motion carried by the following vote: Aye: 8- Nickels, Brey, Koski, Reed, Alfred, Reckelberg, Nycz and Czekala 7. Pay Estimates, Various Engineering/Public Works Projects City Clerk submitted the following City Engineer's estimates for approval and payment: Serenity Farm Landscaping, Inc., Removal of 13 Ash Trees at 1416 Grand Avenue, AGMT-23-10, Est. 1 & Final, $9,865.00 Serenity Farm Landscaping, Inc., Removal of 13 Ash Trees at 2301 Clay Pit Road, AGMT-23-11, Est. 1 & Final, $11,878.00 Vinton Construction Co., 2023 Asphaltic Concrete Paving II, WS-23-11, Est. 2 & Final, $40,469.58 Vinton Construction Co., 2023 Concrete Paving I, WS-23-1, Est. 5 & City of Manitowoc Page 2 Board of Public Works Meeting Minutes February 7, 2024 Final, $106,529.27 Vinton Construction Co., 2023 Asphaltic Concrete Paving Program, WS-23-4, Est. 7 & Final, $45,173.56 Kip Gulseth Construction Company Inc., 2023 Sanitary Sewer Relay Project, Est. 2 & Final, $7,496.14 A motion was made by Nycz, seconded by Reckelberg, to approve the payments. The motion carried by the following vote: Aye: 8- Nickels, Brey, Koski, Reed, Alfred, Reckelberg, Nycz and Czekala 8. Contractor's Payroll Affidavits None 9.
