Wednesday, February 21, 2024 4:00 PM Common Council Chambers
1. Call to Order
Present: 7- Nickels, Brey, Koski, Reed, Reckelberg, Czekala and Beeman
Absent: 1- Nycz
2. Bids for 2024 Concrete Paving Program II, Project #WS-24-13
City Clerk reported having received one (1) e-bid. Same was opened and
accepted online through Quest, and is as follows:
Vinton Construction Company, Bid Bond, $633,754.92
A motion was made by Brey, seconded by Czekala, to refer the bid to the
Director of Public Infrastructure for tabulation and recommendation. The motion
carried by the following vote:
Aye: 7- Nickels, Brey, Koski, Reed, Reckelberg, Czekala and Beeman
3. Bids for 2024 Concrete Slab Replacement Program, Project #WS-24-14
City Clerk reported having received one (1) e-bid. Same was opened and
accepted online through Quest, and is as follows:
Vinton Construction Company, Bid Bond, $253,690.46
A motion was made by Reckelberg, seconded by Reed, to refer the bid to the
Director of Public Infrastructure for tabulation and recommendation. The motion
carried by the following vote:
Aye: 7- Nickels, Brey, Koski, Reed, Reckelberg, Czekala and Beeman
4. Agreement with DJS Enterprises, LLC for Ash Tree removals at 1716 Fleetwood
Dr., for a contract price of $15,000.00
A motion was made by Reed, seconded by Czekala, that this agreement be
entered into. The motion carried by the following vote:
Aye: 7- Nickels, Brey, Koski, Reed, Reckelberg, Czekala and Beeman

6. Pay Estimates, Various Engineering/Public Works Projects
City Clerk submitted the following City Engineer's estimates for approval
and payment:
Vinton Construction, 2023 River Point Development Phase II, WS-23-2,
Est. 7, $58,777.08
Strand Associates, South 19th Street Pumping Station, Est. 13,
$7,314.26
Mulch Express of Wisconsin, 2023 Furnish & Install Wood Chips, Est.
3 & Final, $2,430.00
A motion was made by Czekala, seconded by Brey, to approve the payments.
The motion carried by the following vote:
Aye: 7- Nickels, Brey, Koski, Reed, Reckelberg, Czekala and Beeman
7. Contractor's Payroll Affidavits
None
8. Adjournment
A motion was made by Czekala, seconded by Reed, that this meeting be
adjourned at 4:07 p.m. The motion carried by the following vote:

Pursuant to Section 19.84(2) and (3) of the Wisconsin Statutes, notice is hereby
given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility.
This meeting is being conducted both in Council Chambers at City Hall and via Zoom
to maximize opportunities for residents to attend. Members of the public may call to

The above governmental body will meet to discuss and possibly take action on the
agenda items set forth below.
