Wednesday, June 5, 2024 4:00 PM Common Council Chambers
1. Call to Order
Present: 7- Nickels, Koski, Reed, Alfred, Nycz, Norell and Reckelberg
Absent: 1- Beeman
2. Public hearing to hear all interested persons on special assessments for public
improvements of Summit and St. 19th St. and the grading and graveling and
installation of sanitary sewer extension thereon.
Mayor gave an overview of the process with this special assessment.
Mayor declared the meeting open for a public hearing on this matter.
No parties appeared to speak on this matter.
Mayor declared the public hearing closed. (A recording of the entire public
hearing is on file in the City Clerk's Office.)
3. Agreement with Northeast Asphalt for asphalt pavement patching on S. 26th
Street for a contract price of $19,399.50
A motion was made by Nycz, seconded by Reckelberg, that this agreement be
entered into. The motion carried by the following vote:
Aye: 7- Nickels, Koski, Reed, Alfred, Nycz, Norell and Reckelberg
4. Agreement with Glacierland Resource Conservation and Development, Inc. for
restoration services on City parkland projects for a contract price of $15,750.00
A motion was made by Reckelberg, seconded by Nycz, that this agreement be
entered into. The motion carried by the following vote:
Aye: 7- Nickels, Koski, Reed, Alfred, Nycz, Norell and Reckelberg
5. Agreement with Complex Security Solutions, Inc. for installation of cameras at
Citizen Park for a contract price of $24,729.75
A motion was made by Nycz, seconded by Koski, that this agreement be entered
into. The motion carried by the following vote:

6. Change Orders
City Clerk submitted the following two (2) change orders for approval:
Vinton Construction Co., CO # 1 for 2024 Concrete Paving Program,
WS-24-13, $11,260.00
Vinton Construction Co., CO #1 & Final for 2023 River Point Fill 2,
WS-23-27, ($76,381.21)
A motion was made by Nycz, seconded by Reckelberg, that the change orders be
approved. The motion carried by the following vote:
Aye: 7- Nickels, Koski, Reed, Alfred, Nycz, Norell and Reckelberg
7. Pay Estimates, Various Engineering/Public Works Projects
City Clerk submitted the following City Engineer's estimates for approval
and payment:
Vinton Construction Co., 2024 Concrete Paving II, WS-24-13, Est. 1,
$624,579.43
Vinton Construction Co., 2023 River Point Development Phase II,
WS-23-2, Est. 9, $170.633.00
Vinton Construction Co., River Point Fill 2, WO-23-27, Est. 4 & Final,
$12,724.30
Philippi Quality Construction, Inc., Park Restroom Renovations,
WB-23-23, Est. 5 & Final, $8,832.00
A motion was made by Nycz, seconded by Koski, to approve the payments. The
motion carried by the following vote:
Aye: 7- Nickels, Koski, Reed, Alfred, Nycz, Norell and Reckelberg
8. Contractor's Payroll Affidavits
None
9. Adjournment
A motion was made by Nycz, seconded by Koski, that this meeting be adjourned
at 4:18 p.m. The motion carried by the following vote:

given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility.
This meeting is being conducted both in Council Chambers and via Zoom. Members

The above governmental body will meet to discuss and possibly take action on the
