Wednesday, October 2, 2024 4:00 PM Common Council Chambers
1. Call to Order
Present: 7- Nickels, Koski, Reed, Alfred, Nycz, Norell and Reckelberg
Absent: 1- Beeman
2. Property owner appeals for noxious weed cutting assessments
Present: 8- Nickels, Koski, Reed, Alfred, Nycz, Norell, Beeman and Reckelberg
24-1863 Request to rescind noxious weed cutting assessment for property at 612 E.
Linden Ave.
Property owner was present to explain their appeal. Board and property
owners discussed the assessment.
Moved by Reckelberg, seconded by Norell, to rescind the assessment and not
allow the property owner to appeal if it happens again. The motion carried by
the following vote:
Aye: 8- Nickels, Koski, Reed, Alfred, Nycz, Norell, Beeman and Reckelberg
24-1864 Request to rescind noxious weed cutting assessment for property located at
912 S. 22nd St.
913 S 22nd St is the correct address.
Property owner was present to explain their appeal. Board and property
owner discussed the assessment.
Moved by Reckelberg, seconded by Beeman, to rescind the assessment and not
allow the property owner to appeal if it happens again. The motion carried by
the following vote:
Aye: 8- Nickels, Koski, Reed, Alfred, Nycz, Norell, Beeman and Reckelberg
24-1865 Request to rescind noxious weed cutting assessment for property located at
607 State St.
Property owner was present to explain their appeal. Board and property
owners discussed the assessment.
Moved by Nycz, seconded by Beeman, to grant the appeal. The motion carried

by the following vote:
Aye: 8- Nickels, Koski, Reed, Alfred, Nycz, Norell, Beeman and Reckelberg
3. Agreement with Treeo's for Ash Tree and Stump Removal along 600 Maritime
Drive for a contract price of $13,761.00
A motion was made by Reckelberg, seconded by Nycz, that this agreement be
entered into. The motion carried by the following vote:
Aye: 8- Nickels, Koski, Reed, Alfred, Nycz, Norell, Beeman and Reckelberg
4. Change Orders
City Clerk submitted the following three (3) change orders for approval:
Seiler Bros. Construction Inc., CO#1 & Final for 2024 Remove and
Replace Existing Sidewalks, WS-24-3, ($19,097.46)
Vinton Construction Company, CO# 1 for 2024 Bayshore Trail Project,
WS-24-18, $2,937.94
Vinton Construction Company, CO# 3 & Final for 2023 Asphalt
Paving III, WS-23-12, $8,245.33
A motion was made by Nycz, seconded by Norell, that these change orders be
approved. The motion carried by the following vote:
Aye: 8- Nickels, Koski, Reed, Alfred, Nycz, Norell, Beeman and Reckelberg
5. Pay Estimates, Various Engineering/Public Works Projects
City Clerk submitted the following City Engineer's estimates for approval
and payment:

7. Adjournment
A motion was made by Nycz, seconded by Beeman, that this meeting be
adjourned at 4:32 p.m. The motion carried by the following vote:

Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility.
