Wednesday, October 16, 2024 4:00 PM Common Council Chambers
1. Call to Order
Present: 8- Nickels, Koski, Reed, Alfred, Nycz, Norell, Beeman and Reckelberg
2. Agreement with Glacierland Resource Conservation and Development, Inc., based
on a quote, for Maritime Bluff Restoration, for a contract price of $15,750.00
A motion was made by Nycz, seconded by Reckelberg, that this agreement be
entered into. The motion carried by the following vote:
Aye: 8- Nickels, Koski, Reed, Alfred, Nycz, Norell, Beeman and Reckelberg
3. Agreement with Serenity Farm Landscaping, Inc. for Tree & Stump Removal along
1700 Blk of N. Rapids Rd. for a contract price of $5,865.00
A motion was made byNycz, seconded by Beeman, that this agreement be
entered into. The motion carried by the following vote:
Aye: 8- Nickels, Koski, Reed, Alfred, Nycz, Norell, Beeman and Reckelberg
4. Change Orders
City Clerk submitted the following three (3) change orders for approval:
Lunda Construction, CO #1 for Marina Dock Replacement, WO-24-22,
$120,245.47
Vinton Construction Co., CO #2 & Final for 2024 Asphaltic Concrete
Paving - Lincoln Park Tennis Courts, WS-24-15, $5,875.76
Vinton Constructino Co., CO #1 & Final for 2024
Grading/Graveling/Utility Const for Popp Sudb #4, WS-24-8, $9,760.15
A motion was made by Nycz, seconded by Reckelberg, that these changes orders
be approved, except for the Lunda Construction change order. The Lunda
Construction change order is referred to Common Council for approval. The
motion carried by the following vote:
Aye: 8- Nickels, Koski, Reed, Alfred, Nycz, Norell, Beeman and Reckelberg
5. Pay Estimates, Various Engineering/Public Works Projects
City Clerk submitted the following City Engineer's estimates for approval
and payment:

Vinton Construction Co., Grading & Graveling & Utility Construction -
Popp Subd #4, WS-24-8, Est. 2 & Final, $62,372.60
Vinton Construction Co., Asphalt Concrete Paving - Lincoln Park
Tennis Court, WS-24-15, Est. 3 & Final, $16,801.50
Complex Security Solutions, Inc., Parks Security Cameras,
WO-23-21, Est. 2 & Final, $3,744.93
A motion was made byNycz, seconded by Norell, to approve the payments. The
motion carried by the following vote:
Aye: 8- Nickels, Koski, Reed, Alfred, Nycz, Norell, Beeman and Reckelberg
6. Contractor's Payroll Affidavits
None
7. Adjournment
A motion was made by Nycz, seconded by Reed, that this meeting be adjourned
at 4:09 p.m. The motion carried by the following vote:

Pursuant to Section 19.84(2) and (3) of the Wisconsin Statutes, notice is hereby
given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility.
This meeting is being conducted both in Council Chambers at City Hall and via Zoom
to maximize opportunities for residents to attend. Members of the public may call to

The above governmental body will meet to discuss and possibly take action on the
agenda items set forth below.
