Wednesday, February 12, 2025 4:00 PM Common Council Chambers
1. Call to Order
Present: 6- Koski, Reed, Alfred, Nycz, Norell and Reckelberg
Absent: 2- Nickels and Beeman
2. Appeal from Property Owner for Snow Removal Assessment
25-0118 Property owner appeal for snow removal assessment at 1801 S. 39th St.
Property owner appeared to explain their appeal. Board and property
owner discussed the assessment.
Moved by Nycz, seconded by Alfred, to deny the appeal for December 23, 2024
and uphold the appeal for December 26, 2024. The motion carried by the
following vote:
Aye: 5- Koski, Reed, Alfred, Nycz and Norell
Abstain: 1- Reckelberg
3. Appeal from Property Owner for Noxious Weed Assessment
25-0119 Property owner appeal for noxious weed assessment at 3304 Mero St.
Property owner appeared to explain their appeal. Board and property
owner discussed the assessment.
Moved by Nycz, seconded by Norell, to uphold the appeal and not allow the
property owner to appeal if it happens again. The motion carried by the
following vote:
Aye: 6- Koski, Reed, Alfred, Nycz, Norell and Reckelberg
4. Bids for 2025 Televising Miscellaneous Sewers I, Project #WU-25-5
City Clerk reported having received four (4) e-bids. Same were opened
and accepted online through Quest, and are as follows:
Green Bay Pipe & TV, LLC, Bid Bond, $49,087.24
Speedy Clean Drain & Sewer, Bid Bond, $69,469.56

AQUALIS, Bid Bond, $108,488.83
National Power Rodding Corp, Bid Bond, $387,056.50
A motion was made by Nycz, seconded by Norell, to refer the bids to the
Department of Infrastructure for tabulation and recommendation. The motion
carried by the following vote:
Aye: 6- Koski, Reed, Alfred, Nycz, Norell and Reckelberg
5. Bids for 2025 Sewer Re-Lining, Project #WU-25-7
City Clerk reported having received three (3) e-bids. Same were opened
and accepted online through Quest, and are as follows:
Visu-Sewer, Bid Bond, $363,501.00
Insituform Technologies USA, LLC, Bid Bond, $388,156.47
National Power Rodding Corp, Bid Bond, $436,112.00
A motion was made by Nycz, seconded by Norell, to refer the bids to the
Department of Infrastructure for tabulation and recommendation. The motion
carried by the following vote:
Aye: 6- Koski, Reed, Alfred, Nycz, Norell and Reckelberg
6. Quotes for Compressed Air System, QE-25-2
This Quote is being moved forward to the February 26, 2025 Board of
Public Works meeting.
7. Agreement with Mulch Express of Wisconsin for furnishing and installing wood
chips for playground cover for City parks, flowerbeds, and islands for a contract
price of $15,422.00
A motion was made by Nycz, seconded by Norell, that this agreement be entered
into. The motion carried by the following vote:
Aye: 6- Koski, Reed, Alfred, Nycz, Norell and Reckelberg
8. Change Orders
City Clerk submitted the following two (2) change orders for approval:
Lunda Construction, CO #2 for Marina Dock Replacement, WO-24-22,
$14,634.90
Vinton Construction Company, CO #2 for Bayshore Trail Project,
WS-24-18, $67,504.40
A motion was made by Nycz, seconded by Norell, that these change orders be
approved. The motion carried by the following vote:

9. Pay Estimates, Various Engineering/Public Works Projects
City Clerk submitted the following City Engineer's estimates for approval
and payment:
Lunda Construction, Marina Dock Replacement, WO-24-22, Est. 1,
$96,868.84
Lunda Construction, Marina Dock Replacement, WO-24-22, Est. 2,
$328,481.78
A motion was made by Nycz, seconded by Norell, to approve the payments. The
motion carried by the following vote:
Aye: 6- Koski, Reed, Alfred, Nycz, Norell and Reckelberg
10. Contractor's Payroll Affidavits
None
11. Adjournment
A motion was made by Nycz, seconded by Reed, that this meeting be adjourned
at 4:39 p.m. The motion carried by the following vote:

given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility.
This meeting is being conducted both in Council Chambers at City Hall and via Zoom
to maximize opportunities for residents to attend. Members of the public may call to
