1. Call to Order
Alder Reckelberg called the meeting to order.
Present: 6- Reed, Nycz, Norell, Beeman, Reckelberg and Minikel
Absent: 2- Nickels and Alfred
2. Property Owner Appeal for Snow Removal Assessment
25-0231 Property owner appeal for snow removal assessment at 2206 S. 9th St.
Property owner appeared to explain their appeal. Board and property
owner discussed the assessment.
Moved by Nycz, seconded by Beeman, to dismiss this charge under the
agreement with the property owners that if there is a subsequent complaint and
a violation is found, they don't have the right to appeal again. The motion carried
by the following vote:
Aye: 6- Reed, Nycz, Norell, Beeman, Reckelberg and Minikel
3. Quotes for Brush Chipper
Present: 7- Koski, Reed, Alfred, Nycz, Norell, Beeman and Reckelberg
Absent: 1- Nickels
25-0230 Quote #QE-25-5 for Brush Chipper
Moved by Nycz, seconded by Beeman, to accept the quote for the brush chipper
from Vermeer for $81,000 and the extended warranty for $10,300. The motion
carried by the following vote:
Aye: 7- Koski, Reed, Alfred, Nycz, Norell, Beeman and Reckelberg
4. Change Orders
City Clerk submitted the following two (2) change orders for approval:
Visu-Sewer LLC, CO #1 for 2024 Re-Lining Sewers, WU-24-7,
$49,920.25
Lunda Construction, CO #3 for Marina Dock Replacement, WO-24-22,

A motion was made by Nycz, seconded by Norell, that these change orders be
approved. The motion carried by the following vote:

5. Pay Estimates, Various Engineering/Public Works Projects
City Clerk submitted the following City Engineer's estimates for approval
and payment:
Vinton Construction, Bayshore Trail Project, WS-24-18, Est. 6,
$722,931.88
Vinton Construction, South 19th Street Pumping Station Rehabilitation,
WU-24-10, Est. 4, $79,952.00
Strand Associates, 2024 FEMA Brick Grant Subapplication, Project
#3516.037, Est. 4, $3,295.00
Lunda Construction, Marina Bock Replacement, WO-24-22, Est. 3,
$346,651.56
A motion was made by Beeman, seconded by Nycz, to approve the payments.
The motion carried by the following vote:

7. Adjournment
A motion was made by Nycz, seconded by Reed, that this meeting be adjourned

given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility.
This meeting is being conducted both in Council Chambers at City Hall and via Zoom
to maximize opportunities for residents to attend. Members of the public may call to
