1. Call to Order
Present: 6- Reed, Alfred, Norell, Beeman, Reckelberg and Minikel
Absent: 2- Nickels and Nycz
2. Appeal from Property Owner for Snow Removal Assessment
25-0174 Property owner appeal for snow removal assessment at 1932 Viebahn St.
Property owner appeared to explain their appeal. Board and property
owner discussed the assessment.
Moved by Norell, seconded by Beeman, to uphold the appeal and not allow the
property owner to appeal if it happens again. The motion carried by the
following vote:
Aye: 6- Reed, Alfred, Norell, Beeman, Reckelberg and Minikel
3. Bids for 2025 Concrete Paving I Program, Project #WS-25-1
City Clerk reported having received one (1) e-bid. Same was opened and
accepted online through Quest, and is as follows:
Vinton Construction Company, Bid Bond, $3,193,250.61
Moved by Reed, seconded by Norell, to refer the bid to the Department of Public
Infrastructure for tabulation and evaluation. The motion carried by the following
vote:
Aye: 6- Reed, Alfred, Norell, Beeman, Reckelberg and Minikel
4. Bids for River Point Development Phase 4, Project #WS-25-2
City Clerk reported having received one (1) e-bid. Same was opened and
accepted online through Quest, and is as follows:
Vinton Construction Company, Bid Bond, $2,732,211.97
Moved by Reed, seconded by Minikel, to refer the bid to the Department of Public
Infrastructure for tabulation and evaluation. The motion carried by the following
vote:

5. Bids for 2025 Sanitary & Storm Sewer Construction, Project #WU-25-8
City Clerk reported having received three (3) e-bids. Same were opened
and accepted online through Quest, and are as follows:
Vinton Construction Company, Bid Bond, $181,727.73
De Groot, Inc., Bid Bond, $220,301.70
Essential Sewer and Water, Bid Bond, $278,947.80
Moved by Reed, seconded by Beeman, to refer the bids to the Department of
Public Infrastructure for tabulation and evaluation. The motion carried by the
following vote:
Aye: 6- Reed, Alfred, Norell, Beeman, Reckelberg and Minikel
6. Bids for 2025 Epoxy Painting - Pavement Marking Program, Project #WS-25-9
City Clerk reported having received two (2) e-bids. Same were opened
and accepted online through Quest, and are as follows:
Bickline Inc Madison, Bid Bond, $131,615.05
Century Traffic, LLC, Bid Bond, $155,754.60
Moved by Reed, seconded by Beeman, to refer the bids to the Department of
Public Infrastructure for tabulation and evaluation. The motion carried by the
following vote:

7. Bids for Lincoln Park Zoo Wetland Aviary, Project #WO-25-13
City Clerk reported having received one (1) e-bid. Same was opened and
accepted online through Quest, and is as follows:
Vinton Construction Company, Bid Bond, $573,647.00
Moved by Reed, seconded by Beeman, to refer the bid to the Department of
Public Infrastructure for tabulation and evaluation. The motion carried by the
following vote:

A motion was made by Beeman, seconded by Reed, that this meeting be

that a meeting of the above-referenced will be held at the date, time and location
listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility.
