Moved by Brey, seconded by Schema, that this Report be recommended for
approval, as amended, to the Common Council with implementation on July 1,
2014. The motion carried by the following vote:
Aye: 11 - Howe, McMeans, Able, Hennessey, Sladky, Brey, Martell, Sitkiewitz, Soeldner,
Schema and Nickels
Moved by Sitkiewitz, seconded by Soeldner, that the motion be amended to
include bi-annual increases for employees over the mid point and with that the
red line individuals to do an adjustment equal to a mid point advancement but
not equal based pay, an increase basically for the step increase paid as a
performance or a bonus for that year but not a base equallying addition (non
base accumulative pay out equal to 2-1/2%, without increasing the step). The
motion carried by the following vote:

14-459 Structure of attorney and human resources office.

Moved by Soeldner, seconded by Sladky, that this Report be recommended for
approval to the Common Council to restructure the City Attorney/Human
Resource Office following the chart that was submitted by the Mayor. The motion
carried by the following vote:
Aye: 10 - Howe, McMeans, Hennessey, Sladky, Brey, Martell, Sitkiewitz, Soeldner, Schema
and Nickels
Nay: 1- Able
14-489 Staffing of City Attorney's office.
It was noted by Mayor Nickels that support staff is thin in the Attorney /HR/Mayor's offices. A short
discussion followed. No action was taken.
6. Adjournment
Moved by Sladky, second by Able, and unanimously carried, meeting adjourned at 6:45 p.m.

Manitowoc, and to those news media who have filed a written request for this
notice that a meeting of the above-referenced will be held at the date, time and
location listed above.
The above governmental body will meet to discuss and possibly take action on

14-460 Notice is hereby given that the above governmental body will adjourn
into a closed session during the meeting as authorized by Section
19.85(1)(c) of the Wisconsin Statutes, which authorizes the
governmental body to convene in closed session for the purpose of
considering employment, promotion, compensation or performance
evaluation data of any public employee over which the governmental
body has jurisdiction or exercises responsibility. The specific subject
matter that will be considered in closed session is discussion and
possible action on staffing of City Attorney's office.
