Roll Call Present: 10 - Howe, Able, Hennessey, Sladky, Brey, Martell, Sitkiewitz, Soeldner, Schema and Nickels Absent: 1- McMeans 3. Discussion and Action Items Present: 11 - Howe, McMeans, Able, Hennessey, Sladky, Brey, Martell, Sitkiewitz, Soeldner, Schema and Nickels 14-458 Carlson/Dettman wage study final recommendation. Attachments: City of Manitowoc Wage Schedule (03-31-14).pdf Manitowoc Classification & Compensation Study Report (032814).pdf City of Manitowoc Discussion 033114.pptx Moved by Brey, seconded by Schema, that this Report be recommended for approval, as amended, to the Common Council with implementation on July 1, 2014. The motion carried by the following vote: Aye: 11 - Howe, McMeans, Able, Hennessey, Sladky, Brey, Martell, Sitkiewitz, Soeldner, Schema and Nickels Moved by Sitkiewitz, seconded by Soeldner, that the motion be amended to include bi-annual increases for employees over the mid point and with that the red line individuals to do an adjustment equal to a mid point advancement but not equal based pay, an increase basically for the step increase paid as a performance or a bonus for that year but not a base equallying addition (non base accumulative pay out equal to 2-1/2%, without increasing the step). The motion carried by the following vote: Aye: 11 - Howe, McMeans, Able, Hennessey, Sladky, Brey, Martell, Sitkiewitz, Soeldner, Schema and Nickels City of Manitowoc Page 1 Committee of the Whole Meeting Minutes March 31, 2014 14-459 Structure of attorney and human resources office. Attachments: 14-459.pdf Moved by Soeldner, seconded by Sladky, that this Report be recommended for approval to the Common Council to restructure the City Attorney/Human Resource Office following the chart that was submitted by the Mayor. The motion carried by the following vote: Aye: 10 - Howe, McMeans, Hennessey, Sladky, Brey, Martell, Sitkiewitz, Soeldner, Schema and Nickels Nay: 1- Able 14-489 Staffing of City Attorney's office. It was noted by Mayor Nickels that support staff is thin in the Attorney /HR/Mayor's offices. A short discussion followed. No action was taken. 6. The specific subject matter that will be considered in closed session is discussion and possible action on staffing of City Attorney's office. 4.
