1. Call to Order
Council President McMeans called the meeting to order at 5:30 p.m.
2. Roll Call
Present: 10 - McMeans, Brandel, Able, Hennessey, Sladky, Brey, Sitkiewitz, Soeldner, Schema
and Nickels
Absent: 1- Howe
Staff: 7- Sparacio, McDaniel, Corbeille, Blaser, Koski, Blindeuar and Neuser
3. Discussion and Action Items
15-110 Discussion and possible action regarding addition of volunteer time off policy to
employee handbook
Moved by Nickels, seconded by Brey, that this Action Item be amended as
follows: To change the language to reflect volunteering time off of up to 4 hours
per calendar year after 8 hours have already been accumulated on the
employee's own time. The motion carried by the following vote:
Aye: 9- McMeans, Brandel, Able, Sladky, Brey, Sitkiewitz, Soeldner, Schema and Nickels
Nay: 1- Hennessey
15-039 Resolution urging the Legislature and the Governor to enact the League of
Wisconsin Municipalities Partnership for Prosperity agenda to accomplish the
critical goals of job creation and economic growth.

Moved by Able, second by Brey and unanimously carried to remove the document from
the table. Ayes, 10. Nays, none.
Moved by Able, seconded by Brey, that this Resolution be adopted. The motion
carried by the following vote:
Aye: 8- McMeans, Brandel, Able, Hennessey, Brey, Sitkiewitz, Schema and Nickels
Nay: 2- Sladky and Soeldner

15-172 Proposed Council Rules, Common Council Calendar and Staff Calendar
relative to proposed change in workflow from Committee's to Council. (Note:
Council suspended the current Council Rules and adopt the proposed Council
Rules for February, 2015).

Moved by Brey, seconded by Able, that the Council Rules be amended to remove
#12 related to ordinances lying over one meeting before being acted upon. The
motion carried by the following vote:
Aye: 11 - McMeans, Howe, Brandel, Able, Hennessey, Sladky, Brey, Sitkiewitz, Soeldner,
Schema and Nickels
Moved by Brey, seconded by Able, that the Council Rules be amended to remove
the last sentence of Rule #22 relating to forfeiture of salary. The motion carried
by the following vote:
Aye: 11 - McMeans, Howe, Brandel, Able, Hennessey, Sladky, Brey, Sitkiewitz, Soeldner,
Schema and Nickels
Moved by Able, seconded by Brandel, that the Common Council Rules be
adopted as amended. The motion carried by the following vote:

15-213 Update and discussion on the Best Western property contract.
Community Development Director Nicolas Sparacio stated that we do not have a document at this
time and gave a brief update of the status of negotiations.

given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this
notice that a meeting of the above-referenced will be held at the date, time and
location listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc may be present at this meeting to gather information about the
subject matter over which they have decision making responsibility.
The above governmental body will meet to discuss and possibly take action on
the agenda items set forth below.
