1. Call to Order
Meeting was called to order at 5:30 p.m.
2. Roll Call
Present: 10 - McMeans, Howe, Brandel, Hennessey, Sladky, Brey, Sitkiewitz, Soeldner, Schema
and Nickels

4. Discussion and Action Items
15-109 Nuisance Hearing for 1413 N. 6th Street.
City Attorney Kathleen McDaniel outlines the procedure for this nuisance hearing. Sgt. Bruce
Jacobs of the Police Department detailed the violations leading up to this property being declared a
nuisance property and answered questions. It was noted that no nuisance fines have been paid
and no abatement plan is currently in place. Attorney Pozorksi spoke, on behalf of his client, the
owner of the property, Heather Friewald.
Notice is hereby given that the above governmental body may adjourn into a closed session during
the meeting as authorized by Section 19.85(1)(a) of the Wisconsin Statutes, which authorizes the
governmental body to convene in closed session for the purpose of deliberating concerning a case
which was the subject of any judicial or quasi-judicial trial or hearing before that governmental body.
The specific subject matter that may be considered in closed session is deliberation on Nuisance
Hearing, 1413 N. 6th Street.
Chairperson McMeans read the Notice to go into Closed Session. Moved by Brey, seconded by
Schema, to convene in closed session. The motion carried on roll call vote by the following vote:
Aye: 6 - Sitkiewitz, McMeans, Howe, Brandel, Brey and Schema. Nays: 4 - Soeldner, Hennessey,
Sladky and Mayor.
5. CLOSED SESSION

Committee of the Whole deliberated in closed session. (Redacted - - Closed Session).
Moved by Nickels, seconded by Sladky, to reconvene in Open Session. Motion carried by the
following vote: Aye: 10 - Sitkiewitz, McMeans, Howe, Brandel, Brey, Soeldner, Schema,
Hennessey, Sladky and Nickels.

6. OPEN SESSION
15-109 Nuisance Hearing for 1413 N. 6th Street.
Moved by Soeldner, seconded by Nickels, to uphold the Chief's determination as
a nuisance property. The motion carried by the following vote:
Aye: 10 - McMeans, Howe, Brandel, Hennessey, Sladky, Brey, Sitkiewitz, Soeldner, Schema
and Nickels
14-1570 Update on 1512 Washington demolition progress.
Notice is hereby given that the above governmental body may adjourn into a closed session during
the meeting as authorized by Section 19.85(1)(g) of the Wisconsin Statutes, which authorizes the
governmental body to convene in closed session for the purpose of conferring with legal counsel for
the governmental body who is rendering oral or written advice concerning strategy to be adopted by
the body with respect to litigation in which it is or is likely to become involved.
The specific subject matter that may be considered in closed session is: Update on 1512
Washington demolition progress.
Chairperson McMeans read the Notice to go into Closed Session. Moved by Mayor, seconded by
Sitkiewitz, to convene in closed session. The motion carried on roll all vote by the followig vote:
Aye: 10 - Sitkiewitz, McMeans, Howe, Brandel, Brey, Soeldner, Schema, Hennessey, Sladky and
Nickels.

15-110 Discussion and possible action regarding addition of volunteer time off policy to
employee handbook
Moved by Sladky, seconded by Soeldner, to suspend inclusion of volunteer time
off policy in the employee handbook pending further discussion. The motion
carried by the following vote:
Aye: 10 - McMeans, Howe, Brandel, Hennessey, Sladky, Brey, Sitkiewitz, Soeldner, Schema
and Nickels
