Also present: Human Resources Director Rochelle Blindauer, Police Chief Tony Dick, Fire Chief
Todd Blaser, Community Development Director Nic Sparacio, Director of Public Infrastructure Dan
Koski, Transit/Buildings & Grounds Division Manager Jim Muenzenmeyer, Crime Prevention
Sergeant Bruce Jacobs, Michelle Doneff and Deputy Clerk Deborah Neuser.

4. Discussion and Action Items
15-424 Development Agreement and letter of support relative to Wisconsin Economic
Development Corporation Community Development Investment Grant
application for 804 Jay Street (Parcel No. 000-230-120).

Community Development Director Nic Sparacio explained the grant application and
explained the Development Agreement would be used as a pass through of funds and no
City funds are being committed.
Moved by Able, seconded by Soeldner, that the Development Agreement and
Letter of Support be approved. The motion carried by the following vote:
Aye: 10 - McMeans, Howe, Brandel, Able, Hennessey, Sladky, Sitkiewitz, Soeldner, Schema
and Nickels
Alderperson Brey arrived at 6:25 p.m.

15-425 Planning from operations for changes to City Hall walls and build-outs for
safety reasons.

Jim Muenzenmeyer gave a report out on the proposed changes at City Hall and a security
overview and answered questions. The Customer Service area in the Clerk's Office was
discussed.
Moved by Hennessey, seconded by Schema, to approve allocation of up to
$20,000 taken out of undesignated reserve fund. The motion carried by the
following vote:
Aye: 10 - McMeans, Howe, Brandel, Hennessey, Sladky, Brey, Sitkiewitz, Soeldner,
Schema and Nickels
Nay: 1- Able
5. Closed Session: Chairperson McMeans read the Notice to go into Closed Session.
Notice is hereby given that the above governmental body may adjourn into a closed session during
the meeting as authorized by Section 19.85(1)(e) of the Wisconsin Statutes, which authorizes the
governmental body to convene in closed session for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified public
business, whenever competitive or bargaining reasons require a closed session, and Section
111.70 of the Wisconsin Statutes which authorizes the governmental body to convene in closed
session for the purpose of collective bargaining. The specific subject matter that may be considered
in closed session is:

session. The motion carried by the following vote:

given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this
notice that a meeting of the above-referenced will be held at the date, time and
location listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc may be present at this meeting to gather information about the
subject matter over which they have decision making responsibility.
The above governmental body will meet to discuss and possibly take action on
