Also present: Fire Chief Todd Blaser, Deputy Fire Chief Gregg Kadow, Deputy Fire Chief Karl
Koch, Human Resources Director Rochelle Blindauer, Director of Public Infrastructure Dan Koski,
Police Chief Tony Dick, Deputy City Clerk Deborah Neuser and Building Inspection personnel.

15-965 Ordinance to annex described herein territory from the Town of Manitowoc
Rapids to the City of Manitowoc as part of the 9th Aldermanic District and the
26th Ward of the City.

Moved by Nickels, seconded by Brey, that this Ordinance be adopted and
referred to Council. The motion carried by the following vote:
Aye: 10 - McMeans, Howe, Brandel, Able, Hennessey, Brey, Sitkiewitz, Soeldner, Schema
and Nickels
15-966 Resolution creating Ward Number 26, population 0, for the Hecker #2
Annexation Area (Camomili) and providing the boundary description therein.

Moved by Nickels, seconded by Brey, that this Resolution be adopted and
referred to Council. The motion carried by the following vote:

15-970 Report of City Plan Commission relative to Estate of Arland Lawrence petition
for direct annexation from the Town of Manitowoc Rapids, 2410 Hecker Road
with Commission recommending to approve the annexation petition and place a
temporary zoning designation of B-2 Neighborhood Business on the property.

Moved by Nickels, seconded by Brey, that this Report be accepted and referred to
Council. The motion carried by the following vote:

15-1025 Report from Fire Chief Todd Blaser and Community Development Director
Nicolas Sparacio regarding transferring the oversight of Building Inspection to
the Fire Department.

Moved by Mayor Nickels, second by Alderperson Able, to approve the plan as presented
contingent upon budget approval relative to staffing and authorize staff to move forward
with steps outlined on page 11 of the plan which is the implementation short term and
intermediate contingent upon anything that requires Council approval.
Moved by Nickels, seconded by Able, per friendly amendment to approve the
plan with staffing to be determined through the budget process and to authorize
staff to move forward with Implementation (Short Term) as outlined on page 11 of
the plan with all things coming to Council for final approval as required. The
motion carried by the following vote:

15-902 Resolution establishing starting time for public meetings at 5:00 p.m. or later.

Moved by Able, second by Sladky, to incorporate into this Resolution, that any
committees, boards or commissions formed by the Council or that advise the Council,
receive at least 50% of their funding from the City or are comprised of a majority of
Council appointees would be expected to comply with this resolution.
Moved by Able, seconded by Sladky, per friendly amendment, to ask the City
Attorney to draft a new resolution incorporating into the resolution that any
committees, boards or commissions formed by the Council or that advise the
Council, receive at least 50% of their funding from the City or are comprised of a
majority of Council appointees would be expected to comply with this resolution
along with incorporating the Granicus component and having their meetings at
City Hall with said resolution to take effect May 1, 2016. The motion carried by the
following vote:

given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this
notice that a meeting of the above-referenced will be held at the date, time and
location listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc may be present at this meeting to gather information about the
subject matter over which they have decision making responsibility.
The above governmental body will meet to discuss and possibly take action on
the agenda items set forth below.
